Part-time role, 24 hours per week, non-exempt
Compensation: $28.74 per hour


Role Summary

The HR Operations Specialist is responsible for managing various human resources activities, encompassing recruitment, employee satisfaction, investigations, training initiatives, and regulatory compliance. Candidates should possess at least an Associate's Degree along with three to five years of pertinent experience. Proficiency in HR practices, strong interpersonal abilities, organizational skills, and computer literacy are crucial. This role is primarily office-based, with occasional physical tasks.


Key Responsibilities

The following tasks are fundamental to this position. Employees are expected to perform these duties effectively, with or without reasonable accommodations. Additional responsibilities may be assigned as needed.


  • Training & Development (40%)

    Oversee the leadership development initiatives, which may involve conducting assessments of training needs, identifying skill deficiencies, crafting learning objectives, implementing and evaluating training programs. Regularly update training materials to maintain relevance and effectiveness. Foster a culture of continuous learning and talent development across the organization. Assist in creating plans for career advancement, leadership opportunities, and succession planning. Manage the annual performance evaluation process.

  • Employee Engagement (15%)

    Administer the peer recognition program and manage the employee bonus and anniversary award initiatives. Conduct exit interviews with departing staff, analyze findings, and provide summaries to departmental leaders. Facilitate the employee engagement software portal and coordinate content for a monthly employee newsletter.

  • Personnel Matters, Investigations, & Unemployment Hearings (15%)

    Conduct thorough and impartial investigations regarding employee personnel issues, including harassment and policy breaches, both via phone and in-person. Offer guidance to employees with inquiries. Represent the organization in unemployment hearings by preparing cases and addressing inquiries.

  • Safety & Wellness Committee (15%)

    Coordinate activities for the Safety & Wellness Committee, including agenda preparation and follow-up tasks. Manage the Wellness Reimbursement Program and establish partnerships with local fitness centers to provide discounted rates for employees. Organize blood donation drives.

  • Miscellaneous HR Duties (15%)

    Assist in planning and coordinating county-wide events. Collaborate on special projects with the HR Director and executive team. Support the maintenance of employee records and assist in the recruitment, selection, and onboarding processes for new hires.


Supervisory Responsibilities

No supervisory duties are assigned.


Minimum Educational Qualifications

Education and Experience:
Required: Associate's Degree
Preferred: Bachelor's Degree
Experience: Three to five years in human resources, with knowledge of relevant laws and employee benefit programs.


Required Skills and Abilities

To effectively perform the responsibilities of this role, the following skills and abilities are essential:

  • Comprehensive understanding of human resources functions, including benefits, compensation, employee development, FMLA, recruitment, and retention.
  • Strong interpersonal skills to effectively communicate and apply HR policies and procedures.
  • Excellent organizational skills to prioritize tasks and meet deadlines.
  • Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Strong work ethic with the ability to communicate clearly across multiple departments.
  • Ability to maintain confidentiality as a critical requirement.
  • Capability to work under pressure, both independently and as part of a team.
  • Experience in maintaining human resources records.

Physical Requirements
  • Extended periods of sitting at a desk and working on a computer.
  • Ability to lift up to 15 pounds.
  • Frequent standing or walking may be required.

Work Environment

Office-based administrative environment.
