Position Overview
The HR Operations Specialist role is focused on managing a variety of human resources functions, including talent acquisition, employee satisfaction, investigations, training initiatives, and regulatory compliance. Candidates should possess at least an Associate's Degree along with three to five years of pertinent experience. Proficiency in HR practices, strong interpersonal abilities, organizational skills, and computer literacy are critical. The position is based in a conventional office setting with occasional physical tasks.

Key Responsibilities
The following duties are essential for this role. Employees are expected to competently perform each of these responsibilities with or without reasonable accommodations. Additional tasks may be assigned as necessary.

40% Training & Development
Oversees the leadership development initiatives, which may involve conducting assessments to identify training needs, pinpointing skill gaps, crafting learning objectives and plans, implementing and evaluating programs. Continuously refine training materials to ensure they remain relevant and effective. Foster a culture of ongoing learning, talent enhancement, and knowledge sharing across the organization. Assist in creating plans for career advancement, leadership opportunities, mobility, and succession. Manage the annual performance evaluation process.

15% Employee Engagement
Administers peer recognition initiatives. Oversees employee bonus and anniversary recognition programs. Conducts exit interviews with departing staff, analyzes findings, and presents summaries to department heads and leadership. Aids in managing employee engagement software. Coordinates content for a monthly employee newsletter.

15% Personnel Investigations & Unemployment Hearings
Conducts thorough and impartial investigations into employee matters via phone and in-person, addressing issues such as harassment, policy breaches, and workplace bullying. Provides guidance to employees who have inquiries. Represents the organization in state unemployment hearings by preparing cases and responding to questions.

15% Safety & Wellness Initiatives
Coordinates activities for the Safety & Wellness Committee, including agenda preparation and follow-up on items outside of meetings. Manages the Wellness Reimbursement Program. Establishes partnerships with local fitness centers to offer discounted rates to employees. Organizes blood donation drives.

15% Miscellaneous HR Duties
Assists with planning and coordinating county-wide events. Collaborates on special projects with the HR Director and executive team. Aids in maintaining employee records, as well as recruitment, selection, and onboarding processes.

Supervision
No supervisory responsibilities.

Minimum Education Qualifications
Education and/or Experience Requirements:
Associate's Degree is required; Bachelor's degree is preferred.
Three to five years of experience with knowledge of human resource functions, laws, and employee benefit programs.

  • Basic understanding of human resources across all areas, including benefits, compensation, employee development, FMLA, recruitment, retention, and workers' compensation.
  • Interpersonal skills to effectively interpret, communicate, and apply HR programs, policies, and procedures.
  • Organizational skills to prioritize tasks and meet deadlines.
  • Strong computer skills, including proficiency in Word, Excel, Outlook, and PowerPoint.
  • Strong work ethic and ability to communicate clearly and effectively with various departments.
  • Ability to maintain confidentiality as a fundamental requirement.
  • Ability to work under pressure, both independently and as part of a team.
  • Ability to maintain human resources records and documentation.

Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at a time.
