Duties

MAJOR DUTIES MAY INCLUDE BUT ARE NOT LIMITTED TO THE FOLLOWING:

Plans, analyzes, and monitors the formulation and development of complex and/or highly sensitive park-wide plans, programs, procedures, operating policies, internal controls, and program goals. These plans, policies and programs are characterized by a complex web of laws, regulations, and policies that govern conservation and preservation of nationally significant natural, cultural, and historic resources and are impacted by constant changes, variables, and unknowns. The incumbent is the authoritative source for guidance and assumes the lead role in developing, documenting and publicizing policy and procedural issuances that govern management of the parks, ensuring that the park's administrative and business needs are appropriately included. Provides overall coordination throughout planning and development phases, leading to executed agreements. Initiates business and administrative studies on the basis of his/her own independent judgment of need, to assess unusual conditions that impact the effectiveness of park operations, develop new programs, improve effectiveness, resolve complex problems, and other management actions that impact the park's missions. Maintains surveillance over the park's business systems to ensure maximum probability of mission success. In dealing with the Superintendent, Division Chiefs, and employees of the park, the Director of Administration/Business Manager builds within the management team and staff an appreciation of the role of administration in accomplishing the mission of the park and a working environment that recognizes administration as a partner in the operational, planning, and partnership programs of the park. In addition, by means of these advisory activities, the incumbent instills in the park's management team an understanding of the principles of sound organization and management of programs in the public sector and of the current directions and emphasis of management reforms. Responsible for overseeing the park's budget and financial management, administrative services (including, but not limited to, payroll and timekeeping, payment of invoices, internal controls and audits, bills of collection, and travel services), planning, and human resources management.

Annapolis, Maryland's capital, is located approximately 25 miles east of Washington, DC and 20 miles south of Baltimore. Celebrated as America's sailing capital, Annapolis sits on the Chesapeake Bay and has a deep and lengthy maritime heritage. The city has 37,000 residents but, as a tourist destination, attracts many times that number annually. The county surrounding Annapolis has over 500,000 residents. Educational institutions include St. John's College and the US Naval Academy. U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. DIRECT DEPOSIT: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. TIME-IN-GRADE: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. DRIVER'S LICENSE: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. WORK SCHEDULE: You may be required to work on-call, evenings, weekends, holidays, and overtime. PROBATIONARY PERIOD: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. TRAVEL: You may be required to travel overnight away from home. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-09/13/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

TO QUALIFY FOR THIS POSITION AT THE GS-12 GRADE LEVEL YOU MUST POSSEESS ALL OF THE FOLLOWING MINIMUM QUALIFICATIONS BY CLOSE OF THE ANNOUNCEMENT:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience in applying professional concepts, principles and practices of public planning, including those related to community planning, outdoor recreation planning, communication and outreach planning, interpretive and educational planning as applied to natural, cultural, or recreational resource management, programming and materials, and youth programs, outdoor recreation and public access development, and educational programs. Experience managing through subordinates a comprehensive interpretation, education, youth, volunteer and community engagement program related to a broad range of cultural and natural resources and topics, such as history, archaeology, architecture, ethnography, ecology, environmental science, etc.; evaluating interpretive operations for quality and adherence to agency policies, guidelines, and practices, and to determine the effectiveness of current policies and practices; providing advice, guidance, and coordination to staff for the planning, development, and operation of interpretive facilities such as museums, exhibits, and the development of interpretation and education programs; skills in the management and development of innovative solutions for interpretive and visitor services programs, including short-term and long-range planning, interpretive media development, coordinating special emphasis and environmental education programs, collaborating with others or working on teams to plan park programs, develop budgets, and to accomplish mission goals; managing the development of interpretive media including wayside exhibits, publications, graphic identity, park signage, audiovisual, interactive and electronic media, and web pages. VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
