Main Purpose of Job

The Grant Administration and Support Specialist is in the Office of Social Equity (OSE), an independent executive agency formed out of the Cannabis Reform Act of 2023. The OSE reports directly to the Governor's Office and does not have a reporting relationship to, or through, the Maryland Cannabis Administration. The selected candidate for this position will report directly to the Executive Director of the OSE. This role is crucial in supporting our mission to provide resources and support for historically disadvantaged individuals and businesses seeking to enter the Maryland adult-use cannabis industry.�\r

The main purpose of this full-time contractual position is to be responsible for processing Social Equity Licensee grant submission paperwork and information. This position will receive, review and validate Social Equity Licensee grant submission information, as well as ensure that applications are completed accurately. This position will also assist with follow-ups either over the phone or via e-mail.�\r
\r

In addition, this position will be responsible for requesting grant reports with supporting documentation, along with assisting with in-person office hours. Finally, this position will be responsible for providing clerical and administrative support to the OSE's Economic Opportunity Officer, in regards to the overall management of education, technical assistance, business development, and HBCU partnership programs, including mentor-mentee.\r

MINIMUM QUALIFICATIONS

Education:�Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience:�One year of administrative staff or professional work. \r

1. Candidates may substitute 30�college credit hours from an accredited college or university for�the required experience.\r
2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations; or analysis of operational programs; or procedures with recommendations for improvement, on a year-for-year basis, for the required�experience. \r

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have clerical and/or administrative support experience, preferably in a grant administration and/or social equity program setting, including a role that required extensive grant report processing. The desired candidate should also have professional experience using Microsoft Office Suite programs, including Word, Excel, Outlook, and PowerPoint.�\r

In addition, the desired candidate should have professional customer service experience, including communication with applicants, licensees, and stakeholders via phone, e-mail and in-person interactions. A commitment to responding to e-mails and follow-up requests within 24 hours is strongly preferred. Furthermore, the desired candidate should have professional experience reviewing, validating and processing documentation with 100% accuracy.�\r

To add on, the desired candidate should have strong organizational skills and an attention to detail with maintaining an organized filing system. Finally, the desired candidate should be flexible and willing to support the Office of Social Equity (OSE) by performing other assigned duties, as needed, with the same level of quality and attention to detail as they would with their primary responsibilities. In relation, the desired candidate should have experience multitasking, while successfully prioritizing duties and meeting deadlines in an efficient manner.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.�\r
You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
