Introduction

The Governor's Office for Children serves as a central coordinating office to support the well-being of children and families and reduce the number of children living in poverty, which requires a holistic, coordinated approach within State government and across public and private sectors at the federal, State, and local levels. The Governor's Office for Children will lead statewide efforts to build a comprehensive and efficient network of supports, programs, and services for children and their families in order to promote social and emotional well-being, reduce food insecurity, combat youth homelessness, expand access to health services, improve educational outcomes and job readiness, expand access to good jobs, and increase economic opportunity in sustainable ways in jurisdictions that historically have experienced underinvestment. The Governor's Office for Children will also work with multi-sector partners to implement place-based strategies designed to provide 'cradle to career' access to high quality education and care; connect workers to high quality jobs; enable family-sustaining income and access to affordable high-quality housing, child care and health care, including reproductive, maternal, behavioral and mental health care; and increase community health and safety.\r

POSITION DUTIES

General Purpose: To ensure the Governor's Office for Children has sound internal and external financial systems that meet state and federal standards; ensure agency compliance with state and federal regulations; oversee all federal and state grants and ensure sub-grantee fiscal compliance. Coordinate all financial activities with the Governor's Office of Financial Administration (GOFA).\r

This is a hybrid position based in Annapolis.\r

Responsibilities:\r

Serve as an advisor on fiscal, personnel, grants and budget policy. Supports the Senior leadership by advising, coordinating, and implementing the agency plan and strategy for overall sustainability.�\r
Oversees all financial systems within the Governor's Office for Children (GOC) and all its respective program units that include the General Administration, ENOUGH program, Local Management Boards, and Local Care Teams. Ensure that all transactions are in accordance with Federal and State regulations.�\r

Oversees all financial systems within the Governor's Office for Children (GOC) and all its respective program units that include the General Administration, ENOUGH program, Local Management Boards, and Local Care Teams. Ensure that all transactions are in accordance with Federal and State regulations.�\r
Direct and manage the execution and implementation of the agency's state's general, special, and reimbursable fund budgets in addition to federal budgets (currently not applicable for federal budgets). Coordinate GOC's budget development with the Governor's Office of Financial Administration (GOFA). Recommend appropriate allocations for operating outlays, personnel services, operations, equipment, and materials. Ensure that budgeted requirements align with the agency's strategy and programming priorities. Coordinate MOUs for interagency reimbursable funds.�\r
Oversee administrative and fiscal staff functions. Ensure the adequate and timely performance of all fiscal and administrative staff functions. Verify compliance of general operating expenses, purchase orders, interagency agreements, personnel contracts, travel related transactions, corporate card transactions, reconciliations, property inventory, capitalized assets and all collections (cash and check receipts, ACH transfers).�\r
Assist with the evaluation and assessment of the effectiveness of internal controls to ensure managements' ability to meet standards, identify needed improvements, and take corresponding corrective action.�\r
Lead the audit process. Prepare correspondence, provide supporting documentation, formulate and implement corrective action for all audits and auditors. Work with the Governor's Office of Financial Administration (GOFA) to interface with Maryland State Legislative Auditors, Internal Auditors and independent auditors if necessary.�\r
Prepare all annual financial reports as requested by the DBM. Prepare quarterly reports for leadership information.�\r
Analyze and report revenues, expenditures, and spending projections for agency managers. Evaluate all incoming bills, payments and process all monthly payments. Direct the annual fiscal year-end closing with GOFA. Produce GAAP closing schedules, statements and reconciliations in accordance with the statutory closing procedures for the state system and the additional information needed to adjust the statutory financial reports to generally accepted accounting principles.�\r
Work with staff to assist with grant payments ensuring timeliness and accuracy. Coordinate with staff to ensure that internal reconciliations are conducted monthly. Reconcile Grant Management System against monthly R*Stars reports. Review internal reconciliations, identify and resolve any discrepancies.�\r
Work with the GOFA's procurement officer to ensure compliance and budget sufficiency. Ensure performance on all agency contracts and that all contracts, encumbrances, purchase orders and invoices are within guidelines. Manage the inventory process to ensure that labeling, coding and market values align and are accounted for accurately.�\r
Work with Senior leadership to handle personnel matters on behalf of the agency. Refer personnel matters to GOFA. Analyze personnel forecast reports for discrepancy.�\r
On behalf of the agency, review all legislation that impacts the office, prepare and submit fiscal notes as appropriate, assist with coordinating responses to committees and legislators.�\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r
Experience: Six years of administrative staff or professional work.�\r
Notes:�\r
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.�\r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.�\r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.�\r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r
