Position Overview
This role is part of the Department of Defense's Cyber Excepted Service (CES) personnel system, established under 10 U.S.C. 1599f. This position is classified within the Excepted Service and does not allow for conversion to the Competitive Service.

Key Responsibilities
The incumbent will serve as the Chief of Workforce Management, overseeing program operations through a team of civilian and military personnel at or equivalent to the GS-14 level. Responsibilities include:
  • Supervising and directing comprehensive human resources program operations.
  • Planning and assigning tasks, establishing priorities, and advising on program objectives.
  • Administering and evaluating various HR programs within the CDAO, covering areas such as Recruitment, Staffing, Performance Management, and Employee Relations.
  • Leading studies and projects to assess program success and achievement of objectives.
  • Developing CDAO-specific policies and managing human capital actions, including staffing strategies and workforce development.
  • Providing expert consultation to CDAO management on HR-related issues and regulations.

Conditions of Employment
Applicants must be U.S. citizens and may be required to register with Selective Service. A three-year trial period may be necessary if not previously completed. Candidates must also be suitable for federal employment and participate in the direct deposit program. This position requires the ability to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI).

Qualifications
To qualify for this position, candidates must possess experience demonstrating knowledge, skills, and abilities relevant to the role. Specifically, applicants should have:
  • One year of specialized experience equivalent to the GG-14 grade level in federal service, focusing on human resources management and policy development.
  • Experience in overseeing HR programs and providing authoritative guidance on HR regulations.
