The Downtown Emergency Service Center (DESC) is a nonprofit organization dedicated to assisting individuals facing the multifaceted challenges of homelessness, substance use disorders, and severe mental health issues. Our mission is to foster a community where every individual is valued and no one is left without support or shelter.

As a premier provider of services for multiply disabled adults who have experienced chronic homelessness, DESC serves nearly 2,000 individuals daily. Our comprehensive service model is tailored to help clients secure and sustain safe, affordable housing. DESC is recognized both nationally and regionally for its innovative approaches to addressing homelessness.

ROLE DESCRIPTION:

The Housing Program Coordinator collaborates closely with the Senior Housing Program Manager to oversee property management and the delivery of clinical services at the designated facility.

KEY RESPONSIBILITIES:

  • Manage all operational aspects of the facility in alignment with established Management and Service plans, DESC policies, and in partnership with the Senior Housing Program Manager.
  • Ensure compliance with all project contracts while overseeing project operations.
  • Oversee property management and compliance activities comprehensively.
  • Supervise project staff directly or indirectly, including orientation, scheduling, and performance evaluations. Facilitate team meetings effectively.
  • Enforce project regulations to ensure the safety and security of both staff and clients. Issue formal notices and manage eviction processes when necessary.
  • Respond to emergencies and provide crisis intervention as required.
  • Coordinate the resident move-in and orientation process.
  • Address resident grievances promptly.
  • Manage the collection of rent, security deposits, and other fees to ensure timely financial transactions.
  • Engage with neighbors to address concerns, garner support, and promote positive community involvement.
  • Fill in for absent staff as needed, during and outside of regular working hours.
  • Coordinate maintenance activities with the Facilities Manager.
  • Oversee data collection processes in line with project compliance and evaluation requirements.
  • Collaborate with the Housing Management Team to enhance productivity, ensure contract compliance, and implement best practices.
  • Authorize expenditures and manage orders for operational and office supplies.
  • Report significant incidents to the Housing Program Manager.
  • Represent the organization at community meetings as assigned.
  • Perform additional duties as required.

QUALIFICATIONS:

  • Bachelor's degree in a relevant field related to social services or management. Demonstrated experience in managing complex social service programs may substitute for degree requirements.
  • Two years of relevant experience in human services, ideally with adults facing homelessness, economic challenges, mental health issues, or substance use disorders. Personal lived experience may count towards some of the work experience requirements.
  • One year of supervisory or program management experience.

PREFERRED QUALIFICATIONS:

  • Master's degree in social work, counseling, administration, public health, or a related field.
  • Over two years of management experience in environments serving individuals with histories of homelessness and/or behavioral health conditions.
  • Experience in property management.

EDUCATION / EXPERIENCE REQUIREMENTS:

  1. Bachelor's degree in a relevant field, or
  2. Bachelor's degree in any field with one additional year of paid work experience in social services, or
  3. Relevant Associate's degree with one additional year of relevant paid supervisory experience and one additional year of paid work experience in social services, or
  4. Any Associate's degree with two additional years of relevant paid supervisory work experience and one additional year of paid work experience in social services, or
  5. Two additional years of paid relevant work experience plus two additional years of relevant supervisory or successful program management experience with a high degree of independence.
