Organizational Context

The King County Regional Homelessness Authority (KCRHA) serves as a pivotal administrative body overseeing programs and funding related to homelessness in the Seattle-King County area. Established through a collaborative agreement between the City of Seattle and King County, KCRHA aims to unify and enhance the homelessness response system across a diverse region. The agency prioritizes continuous improvement, stakeholder engagement, and effective use of public resources, with a mission to significantly reduce homelessness through principles of equity and social justice.

Department Overview

The Homeless Investment Department is tasked with the strategic management of contracts related to homelessness services, ensuring optimal financial and operational performance while minimizing risks. The department oversees a substantial portfolio of approximately $250 million dedicated to various crisis response contracts, including prevention, outreach, emergency services, and housing initiatives funded by multiple sources.

Role Responsibilities

The Program Specialist will play a crucial role in supporting the Housing & Stability Team and other divisions within the agency. Key responsibilities include:

  • Maintaining a comprehensive understanding of organizational knowledge management platforms and operational tools.
  • Participating in training sessions on new systems and disseminating knowledge within the team.
  • Ensuring compliance with program standards and regulations at local, state, and federal levels.
  • Collaborating with stakeholders to address issues, provide guidance, and share pertinent information.
  • Developing and upholding agency-wide contracting policies and procedures, facilitating effective change management.
  • Monitoring agency performance through assessments and evaluations of program adherence and client services.
  • Preparing compliance evaluations and recommending necessary program modifications or funding adjustments.
  • Executing administrative tasks, including scheduling meetings and facilitating communication among stakeholders.
  • Delivering exceptional customer service to internal and external partners involved with the Homeless Investment Department.
  • Assisting agencies in navigating complex program requirements through training and technical support.
  • Providing expert guidance on program standards and operational guidelines.
  • Engaging with stakeholder groups to foster continuous improvement and project design.
  • Participating in meetings with community organizations and government partners to enhance resource sharing.
  • Assuming additional responsibilities as assigned.
Qualifications

Minimum Requirements:

  • Fluency in equity and racial justice concepts, with the ability to apply impact analysis in practical contexts.
  • Strong understanding of the challenges faced by individuals experiencing homelessness.
  • At least 2 years of relevant experience in government, non-profit, or related sectors.
  • Proven success in managing federal and special revenue programs.
  • Familiarity with a diverse range of homeless services programs and contracts.
  • Knowledge of regulations pertaining to homeless services funding.
  • Experience with best practices in homelessness services, including Housing First and Trauma-Informed Care.
  • Demonstrated success in collaborative environments involving multiple stakeholders.
  • Excellent organizational, written, and verbal communication skills.
  • Strong customer service orientation and attention to detail.
  • Proficiency in technology and data management, including Microsoft Office Suite.
  • Ability to work effectively in politically sensitive environments.
  • Capacity to provide and receive constructive feedback.

Additional Requirements:

  • Valid Washington State Driver's License or the ability to travel as needed.
  • Ability to work independently and collaboratively under deadlines.
  • Flexibility to work onsite as required.
