Organizational Context

The King County Regional Homelessness Authority (KCRHA) serves as a pivotal administrative body managing programs and funding related to homelessness in the Seattle-King County area. Established through a collaborative agreement between the City of Seattle and King County, KCRHA is tasked with streamlining and coordinating the response to homelessness across a diverse region. Our focus is on continuous enhancement of the system, prioritizing lived experiences, addressing the needs of individuals facing homelessness, and optimizing the use of public resources. Our mission is to significantly reduce homelessness throughout King County, guided by principles of equity and social justice.

Department Overview

The Homeless Investment Department is dedicated to the systematic and efficient management of contracts, ensuring optimal financial and operational outcomes while minimizing risks. This department guarantees that individuals experiencing homelessness receive the highest quality of services available in our region. The portfolio of approximately $250 million encompasses contracts for crisis response, prevention, outreach, emergency services, and housing, funded by various governmental sources.

Role Responsibilities

The Program Specialist plays a crucial role in supporting the Housing & Stability Team and other departmental teams by reviewing and monitoring program performance and service delivery from contracted providers. This ensures alignment with KCRHA's strategic objectives.

Key Duties Include:
  • Maintain a comprehensive understanding of organizational platforms and operational tools.
  • Participate in training sessions on new systems and share insights with the team.
  • Ensure compliance of providers with established program standards and regulations.
  • Collaborate effectively with stakeholders to address issues and provide guidance.
  • Develop and uphold agency-wide contracting policies, facilitating effective change management.
  • Conduct performance monitoring through assessments and desk reviews, ensuring adherence to program rules.
  • Prepare evaluations to assess compliance with performance standards and recommend necessary adjustments.
  • Handle administrative tasks, including scheduling meetings and facilitating communication.
  • Deliver exceptional customer service to internal and external stakeholders.
  • Assist agencies in navigating complex program requirements through training and technical support.
  • Engage with stakeholder groups to promote continuous improvement.
  • Attend relevant meetings with community organizations and government partners.
  • Undertake additional responsibilities as assigned.
Qualifications
  • Deep understanding of equity and racial justice concepts.
  • Experience addressing the unique challenges faced by individuals experiencing homelessness.
  • Minimum of 2 years in a related field, such as government or non-profit.
  • Proven success in managing federal and special revenue programs.
  • Familiarity with a variety of homeless services programs and contracts.
  • Knowledge of relevant regulations and best practices in homelessness services.
  • Strong collaboration skills across teams and stakeholders.
  • Excellent organizational and communication abilities.
  • High attention to detail and customer service orientation.
  • Proficient in technology and data management, including Microsoft Office Suite.
  • Able to work effectively in politically sensitive environments.
  • Willingness to accept and provide constructive feedback.

  • Valid Washington State Driver's License or ability to travel as needed.
  • Capacity to work creatively and flexibly, managing multiple tasks under deadlines.
