POSITION OVERVIEW:

The Washington State Legislature operates as a bicameral institution consisting of the Senate and the House of Representatives. The Legislature convenes annually, and regular sessions occur in even and odd-numbered years, with special sessions as required. Permanent staff provide year-round support to legislative members, fostering an inclusive workplace that values diversity through equitable practices.

ABOUT SENATE COMMITTEE SERVICES:

Senate Committee Services (SCS) is a nonpartisan entity dedicated to assisting Senators in the formulation and assessment of policy and fiscal alternatives to meet legislative goals. This mission is fulfilled by ensuring that committee meetings and legislative processes are conducted efficiently and are accessible to the public.

POSITION PROFILE:

SCS is in search of a detail-oriented, collaborative, and innovative legal research specialist. This role involves conducting legal and policy research and analysis. At the request of Senate members, the specialist will draft legislative documents and assist in developing policy options. Additionally, the position entails delivering presentations that summarize legislative matters to legislators during public hearings.

The ideal candidate will demonstrate a commitment to supporting the legislative process by providing high-quality, objective, and nonpartisan service to the Washington State Senate members. The successful candidate will excel in a dynamic, results-driven, and high-pressure legislative environment.

KEY RESPONSIBILITIES:

SCS offers nonpartisan staff support to the members and committees of the Washington State Senate in Olympia, Washington.

Duties include:
1. Conducting legal and policy research and analysis.
2. Drafting bills, amendments, and other legislative documents.
3. Evaluating policy alternatives to assist Senators in achieving their objectives.
4. Presenting legislative and policy matters before committees.
5. Monitoring and analyzing implementation efforts by governmental agencies.
6. Responding to inquiries regarding relevant policy issues.
7. Cultivating professional relationships with Senators, legislative staff, state agency personnel, and interest groups.

REQUIREMENTS:

Essential Skills and Abilities:

2. Proven ability to conduct high-quality, objective research and analysis with a high degree of self-direction.
3. Strong interpersonal skills to engage effectively with individuals from diverse backgrounds.
4. Excellent analytical, writing, problem-solving, and oral communication skills.
5. A creative, flexible, and cooperative approach to teamwork.
6. Ability to navigate complex situations in a fast-paced legislative environment.
7. Proficiency in various computer applications, including word processing and online research tools.

COVID-19 ALERT:
Due to operational adjustments related to the COVID-19 pandemic, some functions of this position may be performed remotely.

DESIRED QUALIFICATIONS:
A law degree or a master's degree in public administration, public policy, or a related field is preferred. However, diverse educational and experiential backgrounds will be considered for this role.

ADDITIONAL REQUIREMENTS:
Long and irregular hours may be necessary during legislative sessions, including evenings and weekends. Flexible scheduling options are available when the Legislature is not in session.

This position is full-time and exempt from civil service.
