Duties
  • You will serve as Entrance on Duty (EOD) advisor for serviced commands and perform a wide variety of human resources administrative duties in support of EOD functions.
  • You will assist in assessing organizations needs and developing strategies to close gaps, such as restructuring, and retention strategies.
  • You will serve as a Human Resources (HR) consultant for Organizations serviced by the Human Resources and Organizational Management (HROM) Branch.
  • You will identify long-range personnel needs, employee turnover, etc.; and administer programs to meet goals and targeted recruitment strategies.

    • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
    • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

    • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

      Qualifications

      GS-12:
      Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Federal recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; collaborating with management officials to write and review position descriptions; providing advice to managers and personnel on the Federal hiring process; and assessing organizational HR needs regarding succession planning and strategic recruitment planning.

      GS-11:
      Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying position classification and position management principles; advising managers on organizational structures, classification changes and developing position descriptions.

      Education

      GS-11
      In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

      Ph.D. or equivalent doctoral degree
      or
      3 full years of progressively higher level graduate education leading to such a degree
      or
      LL.M., if related
