Position Summary:

Sea Mar Community Health Centers Human Resources Department is recruiting for a Human Resources Manager. We are a mission-driven health and human services 501(c) non-profit organization serving Western Washington and employing more than 2500 people.

The Human Resources Manager is responsible for maintaining and coordinating the day-to-day functions of the five-person HR Department and to direct and coordinate personnel functions and activities. The HR Manager is a leadership position responsible for ensuring the HR Department is operating at maximum efficiency and effectiveness, in compliance with regulatory requirements.

Essential duties and responsibilities of the HR Manager include :

Supervises positions including HR Generalist, HR Assistant and HR Clerk. Oversees HR daily work and ongoing projects, ensuring timely and accurate completion of all tasks. Ensures staff are completing work effectively, and designs and implements process improvements as needed. Develops, implements and maintains HR department goals, objectives, and processes. Is knowledgeable about Union contract requirements and personnel policies and procedures, and ensures requirements are executed property through HR processes and procedures. Is able to clearly communicate requirements with Sea Mar employees and supervisors. Communicates organizational personnel policies and procedures for employees and supervisors. Works with department supervisors and department heads to resolve personnel issues. Oversees maintenance of personnel files and records to ensure current and accurate files in accordance with regulatory requirements. Serves as administrator for HRIS, including ensuring correct and accurate data entry, implementing new processes, and training HR staff on proper protocol. Prepares, coordinates and presents new employee orientation. Oversees and ensures HR compliance with regulatory requirements, including but not limited to: Washington State labor laws; The Joint Commission; HRSA; FTCA; PCMH recognition, Behavioral Health Organizations (BHOs). Participates in the organization’s quality improvement program, including conducting and reporting quality improvement/quality assurance audits. Tracks and monitors employee grievance process. Participates in the organization’s health and safety committee. Tracks the implementation of the organization’s health and safety program, including safety inspections, incident reports and safety drills. Coordinates United Way annual giving campaign. Represents Sea Mar at appropriate human resources-related community events. Reviews and makes recommendations for policies affecting the HR department and personnel. As a supervisor, the HR Manager is required to attend the following Sea Mar annual events: Fiestas Patrias, Latino Legislative Day and the All Supervisors meeting.

Must be able to read and interpret documents such as regulatory documents, safety rules, and benefits and procedure manuals. Ability to write routine reports, correspondence, and policies and procedures. Ability to speak effectively before large groups of people. Bilingual English/Spanish speaker preferred. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to solve problems. Ability to abstract information from a variety of benefits, Labor and Industries, and unemployment reports. Ability to abstract data from databases and interpret and report information. Ability to track a variety of functions throughout the organization. Intermediate to advanced computer skills, especially in regards to Microsoft Office and database administration. SharePoint experience a plus.

Education and/or Experience: 

Bachelor’s degree in business or health administration, social work, or other related field and two years human resources experience or five years’ human resources experience required. A minimum of one year supervisory experience required. CPR certificate highly preferred. PHR/SPHR or SHRM-CP/SHRM-SCP preferred. Valid State Driver’s License. The Human Resources Manager may be required to use their personal vehicle in the performance of their duties when travel is indicated. The Human Resources Manager is required to have automobile liability insurance coverage.
