Job Summary

Columbia Legal Services seeks a Human Resources Manager to join the Program Support Department, working closely with the People and Culture Director, IT Manager, Operations Manager, and Equity and Antiracism Strategist, to contribute to organizational operations and facilitate interdepartmental communication and coordination.

Responsibilities
  • Manage, with support from the People & Culture Director and hiring managers, all aspects of the employee lifecycle, including recruitment, interviewing, hiring, onboarding, and offboarding process for staff, interns, and volunteers.
  • Manage the performance review processes, including setting up and launching reviews in Culture Amp, sending reminders to staff, tracking performance review progress, and providing technical expertise when needed.
  • Lead the annual Open Enrollment process and manage general benefits administration in collaboration with the Operations Manager and the People & Culture Director.
  • In collaboration with the People & Culture Director and Equity and Antiracism Strategist, manage and provide on-going support and training for conflict resolution and grievance processes.
  • Support the People & Culture Director in the development of new systems and maintenance of on-going systems that foster a positive collaborative work environment that attract, keep, recognize, and motivate a diverse staff.
  • Support the review of and updates to CLS personnel, administrative, operational, and other internal policies, ensuring compliance with relevant labor laws.
  • Support the organization and management of confidential personnel files and related administrative sites.
  • Support employee recognition.
  • Assist with the administration of the annual employee engagement surveys and facilitating initiatives that foster employee engagement.
  • Provide direct administrative and special project support to the People & Culture Director, including efforts relating to the Joint Labor Management Committee and Union bargaining.
  • Serve as point-of-contact for all staff with questions related to human resources and related administrative procedures.
Qualifications
  • A minimum of two years of demonstrated proficiency working in human resources and a strong working knowledge of the life cycle of personnel management, including recruitment, hiring, onboarding, professional development, and offboarding, and other HR functions (such as payroll and benefits administration).
  • Excellent judgment and the ability to solve problems, multi-task, and project manage different initiatives and ongoing projects simultaneously, including the ability to prioritize responsibilities and meet deadlines.
  • Commitment to racial, social, and economic justice.
  • Comfortable with technology and excellent working knowledge and application of the Microsoft Office 365 Suite and human resources software.
  • Strong interpersonal skills, excellent written and verbal communications skills, and the ability to handle sensitive personnel issues with integrity and confidentiality.
  • Ability to collaborate effectively with the People & Culture Director and Internal Equity and Antiracism Strategist lead to onboard and support the ongoing professional development of all staff in a manner that aligns with CLS's antiracism and belongingness values.
  • Strong working knowledge of labor and employment laws and policies and a commitment to stay current on relevant laws, policies, procedures, and best practices.
  • Ability to travel occasionally and provide quarterly weekend support.
Preferred Qualifications
  • HR certification or other education or training related to human resources, organizational development, and/or business management.
  • Experience working at a non-profit organization.
Compensation and Benefits

The 2024 salary range for a Human Resources Manager with 2 to 7 years of experience is $76,000 to $83,500.

Columbia Legal Services is committed to providing an equitable work environment, including a commitment to pay equity. Mid-year adjustments may be applied, based on years of experience, once salary schedules are finalized. An additional COLA increase of around 2% may be applied annually, in addition to a step-level increase for each additional year of service, based on CLS's overall budget.

This full-time, exempt position is a confidential role and is not eligible for representation by Washington Legal Workers, our in-house labor union.

CLS has a 35-hour workweek, though temporary deviations from the normal work schedule occur from time to time. We also offer a comprehensive compensation package including the following:

  • 14 paid holidays annually
  • Winter Break office closure between Christmas and New Year's
  • 12 sick days annually
  • 15-21 paid vacation days annually (based on years of experience)
  • 3-5 personal days annually (based on years of experience)
  • Early office closure the first Friday of the month
  • Paid parental and family medical leave benefits
  • Paid sabbatical every 7 years
  • Student Loan Repayment Assistance Program (for employees with less than 10 years' experience)

Additionally, we pay 100% of employee premiums for excellent health, vision, and dental benefits plus 50% of the maximum out-of-pocket deductible and offer heavily subsidized family premiums.

We also offer a 403(b) retirement benefit with employer contribution and a match, disability and life insurance, a subsidized transit pass, and an employee wellness program.
