POSITION SUMMARY

The Senior Policy Analyst operates under general supervision, delivering advanced program and policy evaluations while aiding in the formulation and structuring of operational policies, procedures, and programmatic assessments, alongside performing other associated tasks as necessary.

KEY RESPONSIBILITIES

  • Conducts professional administrative and programmatic activities for housing initiatives, which include the development and submission of the Annual MTW Plan and Report, as well as the evaluation and reporting of MTW activities.
  • Leads or facilitates the Authority's grant application efforts and manages other essential program submissions and reporting.
  • Designs and executes research and analytical investigations on policy matters, performing intricate data analyses that inform policy-making.
  • Assesses systems, policies, and procedures essential for the efficient management, evaluation, and reporting of the MTW program and its operations.
  • Drafts policies, procedures, and other documentation pertinent to Authority programs.
  • Oversees and coordinates agency projects, which includes facilitating meetings, leading teams, drafting correspondence, and delivering presentations to varied audiences.
  • Administers the Authority's complex MTW program, engaging with HUD officials, national MTW groups, and participating in conferences and initiatives.
  • Contributes to the development and execution of new or revised programs, systems, procedures, and operational methods; compiles and evaluates data to provide recommendations.
  • Advises on the interpretation, analysis, and implementation of regulations, program policies, and procedural adjustments.
  • Supervises related solicitations and contracts for vendors and/or consultants, ensuring compliance with Authority standards and resolving any arising issues.
  • Drafts, prepares, and coordinates grant proposals while researching funding opportunities for new grants; provides assistance and training to staff on grant preparation and reviews for accuracy and compliance.
  • Generates program reports for timely submission to HUD or relevant regulatory bodies.
  • Acts as a liaison with HUD, local government entities, granting agencies, and other organizations, participating in various interdisciplinary committees and community meetings.
  • Creates, writes, and produces reports, brochures, public notices, and presentations for public and internal meetings or workshops.

ADDITIONAL DUTIES

Performs other related tasks as required, which may include supervising other personnel.

QUALIFICATIONS

A master's degree in business, public administration, planning, policy, or a related field is preferred.

AND

Five (5) years of progressively responsible experience in program management and grant administration.

Must possess a valid California driver's license and maintain an insurable driving record.

Equivalent combinations of education, training, and experience will be considered.

KNOWLEDGE AND SKILLS

KNOWLEDGE OF: Principles of modern public administration; statistical and budget analysis; advanced computer literacy; exceptional leadership, organizational, and project management skills. Familiarity with the research process and quantitative research methodologies is essential. Knowledge of assisted housing programs, education, or health delivery systems is preferred.

TECHNICAL SKILLS: Proficient writing, public speaking, organizational, and time management abilities. Experience in policy analysis, database management, and data collection from diverse sources; adept at automating processes for information sharing; development of analytical tools. Proficient in modern software applications such as Microsoft Office Suite (Word, Excel, Access, PowerPoint); data visualization tools like Tableau; and statistical software such as SAS, SPSS, STATA, or R; familiarity with GIS Mapping is a plus.

ABILITY TO: Independently conduct necessary research and assignments for final review by the Executive Director; interpret regulations and train others on their application; gather, analyze, and evaluate complex datasets from various sources; identify trends; deliver presentations; provide recommendations that inform and guide program development; effectively utilize computer-based data processing systems; work autonomously with minimal supervision and collaborate with staff at all organizational levels; communicate effectively (oral, written, and graphic) with diverse populations, including low-income individuals, Authority staff, senior management, community members, service providers, and public officials; develop and implement policies for public housing and voucher programs; manage multiple priorities; and adhere to applicable laws, regulations, policies, and procedures. Demonstrate commitment to the agency's mission, strategic vision, and leadership goals consistently.

All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. Candidates must possess a valid California Class C driver's license and maintain an acceptable driving record. All prospective employees must provide proof of American citizenship or legal resident status and the legal right to work in the United States.

New employees must successfully complete a probationary period before becoming permanent.

BENEFITS: Employees of the Authority enjoy a competitive benefits package, including sick leave accrued at one day per month, vacation leave starting at 10 days per year, and fifteen (15) paid holidays annually. The Authority is a member of the Public Employees' Retirement System (PERS) and participates in Social Security. Health, dental, and vision insurance are available, and group life insurance is fully covered by the Authority. Management, supervisory, professional, and confidential employees are also entitled to a management benefit package allowance and five days of administrative leave per year.
