ROLE SUMMARY

The Policy Analyst operates under general supervision, providing critical analysis of programs, legislation, and policies. This role is integral to the Authority's efforts in designing, implementing, and reviewing organizational policies and procedures, including the drafting and regular updates of the Administrative Plan and other essential policies.

KEY RESPONSIBILITIES
  • Oversee and guide programs in alignment with federal, state, and local legislation affecting public housing and related assistance programs.
  • Analyze regulatory guidance to assess its implications for the Authority.
  • Prepare correspondence for senior leadership signatures.
  • Coordinate and engage in audits, compliance reviews, research initiatives, and program evaluations.
  • Support the implementation of strategic objectives and operational goals.
  • Evaluate performance metrics for reporting to regulatory agencies.
  • Gather and analyze data on policy initiatives, particularly those related to Moving to Work (MTW) activities.
  • Recommend strategies and assist in modifying program and policy procedures.
  • Collaborate with various stakeholders to lead cross-departmental projects.
  • Draft procedural documents and workflows for policy implementation.
  • Assist departments in developing strategies for enhanced performance and management.
  • Prepare grant proposals and annual reports with a focus on accuracy and compliance.
  • Collect and verify data for research projects and maintain databases.

The Policy Analyst fulfills these duties in support of the Oakland Housing Authority's mission to enhance housing options for low-income families, promote self-sufficiency, and ensure efficient use of resources.

ADDITIONAL DUTIES

May perform related tasks as needed and supervise interns or support staff.

QUALIFICATIONS

A bachelor's degree in Urban Planning, Public Policy, Public Administration, or a related field, along with three years of relevant experience in project management, policy analysis, or quantitative research is required.

Possession of a valid California driver's license and a clean driving record is necessary.

Bilingual abilities in ASL, Mandarin, Cantonese, Vietnamese, or Spanish are advantageous.

Equivalent combinations of education and experience may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

KNOWLEDGE OF: Modern public administration principles, statistical and budget analysis, and research methodologies. Strong leadership, organizational, and project management skills are essential. Familiarity with assisted housing programs is preferred.

TECHNICAL SKILLS: Proficient writing, public speaking, and time management skills. Experience in policy analysis, database management, and data collection from diverse sources is required. Familiarity with software applications such as Microsoft Office, data visualization tools, and statistical software is beneficial.

ABILITY TO: Interpret regulations, analyze complex data sets, identify trends, and communicate effectively with diverse populations. Develop and implement policies for public housing programs while managing multiple tasks and adhering to applicable laws and regulations.
