ROLE SUMMARY

The Senior Policy Analyst operates under general supervision, delivering advanced program and policy evaluations while aiding in the formulation and structuring of operational policies, procedures, and programmatic assessments. This role encompasses a variety of related responsibilities.

KEY RESPONSIBILITIES

  • Conducts professional-level administrative and programmatic tasks for housing initiatives, including the preparation and submission of annual plans and reports, alongside evaluating and reporting on program activities.
  • Leads or facilitates the Authority's grant application processes, coordinating necessary program submissions and reports.
  • Engages in research and analytical studies on policy matters, executing complex data analyses that inform policy decisions.
  • Assesses systems, policies, and procedures essential for the effective management and reporting of the program and its activities.
  • Drafts policies, procedures, and other documentation pertinent to Authority programs.
  • Oversees agency projects, facilitating meetings, leading teams, drafting correspondence, and delivering presentations to diverse audiences.
  • Manages the Authority's intricate program, collaborating with HUD officials and participating in national initiatives.
  • Contributes to the development and execution of new or revised programs, systems, and operational methods; compiles and analyzes data to provide recommendations.
  • Advises on the interpretation and implementation of regulations, programs, and policy modifications.
  • Supervises related solicitations and contracts, ensuring vendor compliance with standards and resolving arising issues.
  • Drafts and coordinates grant proposals, researching funding opportunities and assisting staff in grant preparation.
  • Generates program reports for timely submission to regulatory agencies.
  • Acts as a liaison with various stakeholders, participating in interdisciplinary committees and community meetings.
  • Designs and produces reports, brochures, public notices, and presentations for various meetings and workshops.

ADDITIONAL RESPONSIBILITIES

Performs other related duties as necessary and may supervise other staff members.

QUALIFICATIONS

A master's degree in business, public administration, planning, policy, or a related field is preferred.

AND

A minimum of five (5) years of progressively responsible experience in program management and grant administration.

Possession of a valid driver's license and an insurable driving record is required.

Equivalent combinations of education, training, and experience will be considered.

KNOWLEDGE AND SKILLS

KNOWLEDGE OF: Modern public administration principles, statistical and budget analysis, strong computer skills, and exceptional leadership and organizational abilities are essential. Familiarity with the research process and quantitative methods is preferred.

TECHNICAL SKILLS: Proficient writing, public speaking, organizational, and time management skills. Experience in policy analysis, database management, and data collection from various sources is required. Proficiency in Microsoft Office Suite and statistical software is advantageous.

ABILITY TO: Independently conduct research and complete assignments for review; interpret regulations and train others; analyze complex data sets; identify trends; present findings; and develop policies for public housing and voucher programs. Must effectively communicate with diverse populations and manage multiple tasks while adhering to applicable laws and regulations.
