Position Overview
This pivotal role is accountable for overseeing and managing all aspects of the Secured Credit Division, with a focus on monitoring collateral for the bank's larger and more intricate commercial accounts.

Department Functions
The responsibilities of this division encompass appraisal oversight, approval of construction loan advances, monitoring of secured (asset-based) lending, and administration of dealer floor plans. Additionally, the Secured Credit Manager acts as the environmental risk officer for the institution.

Key Responsibilities

  • Lead and guide the Secured Credit team, ensuring comprehensive management of departmental functions.
  • Develop and implement training initiatives, including cross-training in credit analysis as required.
  • Draft and maintain policies related to Real Estate, Secured Lending, and Dealer Floor Plans, along with corresponding procedures.
  • Establish an internal control framework and ensure compliance with relevant regulations.
  • Negotiate and uphold service level agreements with business units, clarifying expectations regarding priorities and performance metrics.
  • Proactively address client concerns through direct engagement with borrower executives.
  • Conduct reviews and analyses of environmental assessments, exercising decision-making authority on transactions with identified environmental risks.
  • Collaborate with lenders and Credit Administration to structure deals, terms, and conditions effectively.
  • Provide expertise to Senior and Officers' Loan Committees, both prior to and during meetings.
  • Evaluate collateral quality and provide recommendations for structural adjustments or resolutions to deficiencies.
  • Prepare and present regular reports to Senior Loan Committee and the credit committee, highlighting risk areas and predictive models for interest reserves.
  • Create and manage various Excel templates for tracking budgets, borrowing bases, and cash flow analyses.
  • Participate in integration teams for new bank acquisitions as assigned.
  • Negotiate vendor contracts for professional services and software solutions.
  • Maintain in-depth knowledge of the core loan system to address coding issues and anomalies.
  • Assist with loan documentation and onboarding of monitored loans.
  • Occasionally travel for client meetings or project inspections.
  • Develop tracking systems as necessary and continually seek efficiency improvements.
  • Respond to inquiries from auditors and examiners.
  • Prepare departmental budgets and assess resource needs with approval from the Senior Credit Officer.

Appraisal Management Responsibilities

  • Manage the Approved Appraiser List, including vendor selection and performance monitoring.
  • Define the scope of appraisal engagements and maintain necessary contracts.
  • Oversee appraisal review processes to ensure compliance with established guidelines.
  • Serve as the content administrator for the appraisal management platform, ensuring effective configuration and testing.
  • Conduct reviews of complex appraisals, ensuring adherence to professional standards.
  • Oversee the re-appraisal process, including scheduling and compliance.

Construction Loan Responsibilities

  • Manage the Approved Inspectors List and determine inspection scopes based on project requirements.
  • Maintain knowledge of construction law and evaluate contractor payment applications.
  • Approve advances on significant construction projects, ensuring budget compliance and monitoring for delays.

Secured Lending Responsibilities

  • Oversee verification of borrowing capacity for credit lines through thorough analysis of client assets.
  • Implement safeguards within the loan system to mitigate risks associated with over-advances.
  • Identify and evaluate field examination firms and review their reports.

Dealer Floor Plan Responsibilities

  • Exercise authority over loan exceptions related to vehicle valuations and documentation.
  • Stay informed on industry trends to assist in valuations and risk identification.
  • Analyze floor plan audit reports to detect early signs of financial issues.
  • Ensure compliance with relevant commercial code regulations.
  • Participate in loan system maintenance and training for new features.

Qualifications

  • A Bachelor's degree in Finance or Accounting is required; an MBA is preferred.
  • Specialized training in asset monitoring and valuation is essential.
  • In-depth knowledge of real estate appraisal methodologies and financial regulations.
  • Demonstrated leadership skills with the ability to motivate a dynamic team.
  • Strong analytical and mathematical abilities, along with excellent communication skills.
  • Proficiency in Microsoft Office, particularly Excel, for complex modeling.
  • A valid driver's license and willingness to travel as needed.
