Qualifications:
Applicants must fulfill all qualifications and eligibility criteria by the application deadline, including time-in-grade requirements, specialized experience, and/or educational background, as outlined below.

Time-in-Grade:
Current federal employees seeking a promotion must meet the time-in-grade (TIG) requirement of 52 weeks at the next lower grade level in the typical career progression for the position.

For the GS-09 Level:
Applicants must possess one year of specialized experience equivalent to the GS-07 level, which may have been acquired in private or public sectors, demonstrating:

  • Expertise in gathering information, analyzing issues, and providing recommendations to enhance operational effectiveness.
  • Application of analytical techniques to address administrative and programmatic issues.
  • Ability to solicit and incorporate feedback from experts and stakeholders.
  • Project management skills to ensure activities are completed within set timelines and resources.

Alternatively, candidates may qualify with two full years of graduate-level education (36 semester hours, 54 quarter hours, or equivalent) or a Master's degree in relevant fields such as Business, Management, Public Administration, or related disciplines.

Transcripts:
Transcripts are required if qualifying based on education or a combination of education and experience. This education must be from an accredited institution.

Combination of Education & Experience:
Applicants may combine completed education and specialized experience to meet total qualification requirements, ensuring that the total percentages equal at least 100 percent for qualification at the GS-09 level.

Experience Consideration:
Experience refers to both paid and unpaid roles, including volunteer work through National Service programs and other organizations. Volunteer work can provide critical competencies and valuable training that translates directly to paid employment.
