Job Overview

Purpose of the Role

The Project Engineer Level III is tasked with orchestrating collaborative support across various engineering disciplines, subcontractors, and designated personnel. This role involves crafting project timelines, assessing proposed modifications, formulating technical solutions, and accurately estimating the resources (time and materials) necessary for new initiatives and adjustments. The Project Engineer will produce preliminary estimates of effort and project timelines, refining these details progressively prior to project authorization and execution. Once projects receive the green light, the Project Engineer will ensure that tasks are integrated into the Engineering Department's comprehensive schedule, consistently generating status reports and steering projects toward successful outcomes.

Key Responsibilities

  • Formulate detailed, task-oriented plans for executing large-scale projects (over 1000 hours) with clearly defined Estimated Completion Dates (ECDs) for each task, ensuring alignment with the Engineering Department's integrated schedule.
  • Generate engineering estimates for durations and budgets (hours and materials) for specific tasks or projects.
  • Act as the engineering representative in preparing responses to commercial or governmental Requests for Proposals (RFPs).
  • Alert supervisors and relevant managers regarding delays and complications in project execution, proposing viable solutions to recover schedule and budget.
  • Facilitate necessary meetings to resolve obstacles related to assigned or interconnected projects, involving a diverse array of participants across shipyard functions.
  • Lead meetings supported by internal engineering teams and external clients to provide updates and assist in the completion of assigned projects.
Supervisory Duties
  • The Project Engineer Level III will have supervisory responsibilities as assigned and may lead project teams, indirectly overseeing assigned engineering resources to ensure project completion. This includes planning, assigning, and directing work, evaluating performance, supporting the hiring process, and addressing any issues that arise.
  • May also involve mentorship responsibilities for junior staff.
Reporting Structure
  • This position reports directly to the Manager of Project Engineering.
Qualifications

Required
  • A minimum of 6 years of experience in an engineering role.
  • Ability to obtain and maintain a CONFIDENTIAL security clearance.
  • Intermediate proficiency in Microsoft Word, Excel, and Outlook.
  • Ability to read and interpret various documents, including business publications, professional journals, technical procedures, and governmental regulations.
  • Capable of effectively presenting information and responding to inquiries from senior management and other department leaders.
  • Ability to follow instructions provided in written, verbal, or diagram form.
  • Strong familiarity with FORAN or similar software such as AVEVA, NUPAS CADMATIC, Ship Constructor, or comparable CAD/CAM software.
  • Ability to address practical problems and manage a variety of variables in situations with limited standardization.
  • Capacity to thrive in a fast-paced environment, demonstrating attention to detail and teamwork.
Desired
  • Extensive experience in planning and executing projects with teams of 20 or more.
  • Deep understanding of the engineering and design processes for marine vessels.
  • Experience with regulatory requirements relevant to the shipbuilding industry (e.g., ABS, 46 CFR, IEEE, US Coast Guard).
  • Strong knowledge of engineering principles, including the ability to read and interpret engineering drawings.
Educational Background
  • A B.S. in Mechanical Engineering or Naval Architecture from an ABET-accredited institution is required (advanced degree preferred), along with at least 6 years of relevant Project Engineering or Project Management experience.
