Job Overview
Purpose of the Role
The Project Engineer Level III plays a pivotal role in orchestrating collaborative efforts among various engineering disciplines, subcontractors, and assigned personnel. This position entails the development of project timelines, assessment of proposed modifications, creation of technical solutions, and accurate estimation of time and resources required for new initiatives and alterations. The Project Engineer is responsible for generating preliminary estimates of effort and project timelines, refining these estimates to greater detail prior to project authorization and execution. Once projects receive the green light, the Project Engineer ensures that tasks are integrated into the Engineering Department's overall schedule, consistently produces status reports, and drives projects toward successful outcomes.
Key Responsibilities
- Formulate detailed, task-oriented plans for executing large-scale projects (exceeding 1000 hours) with clearly defined Estimated Completion Dates (ECDs) for each task, ensuring integration into the Engineering Department's master schedule.
- Generate engineering estimates for task durations and budgets (hours and materials).
- Serve as the engineering representative in preparing responses to commercial or governmental Requests for Proposals (RFPs).
- Inform supervisors and relevant managers of any delays or complications in project execution, while proposing viable solutions to recover schedule and budget.
- Facilitate meetings as necessary to resolve challenges related to assigned or interconnected projects, engaging a diverse range of participants from various shipyard functions.
- Conduct meetings supported by internal engineering teams and external clients to provide updates and assist in the completion of assigned projects.
- The Project Engineer Level III may have supervisory responsibilities (as assigned) and lead project requirements (as needed), indirectly overseeing assigned engineering resources tasked with project completion. Responsibilities include planning, assigning, and directing work; evaluating performance; supporting the hiring process; and addressing complaints and resolving issues.
- May include team leadership and mentorship responsibilities for junior engineers.
- This position reports directly to the Manager of Project Engineering.
Required Skills
- A minimum of 6 years of experience in an engineering role.
- Capability to obtain and maintain a CONFIDENTIAL security clearance.
- Intermediate proficiency in Microsoft Word, Excel, and Outlook.
- Ability to read and interpret various documents, including business publications, professional journals, technical procedures, and governmental regulations.
- Proficient in presenting information and responding to inquiries from senior management and departmental leaders.
- Ability to follow instructions in written, verbal, or diagram form.
- Strong familiarity with FORAN or similar software (e.g., AVEVA, NUPAS CADMATIC, Ship Constructor).
- Ability to solve practical problems and navigate situations with limited standardization.
- Capacity to thrive in a fast-paced environment, demonstrating attention to detail and teamwork.
- Extensive experience in planning and executing projects with teams of 20 or more.
- In-depth understanding of the engineering and design processes for marine vessels.
- Experience with regulatory requirements relevant to the shipbuilding industry (e.g., ABS, 46 CFR, IEEE, US Coast Guard).
- Strong knowledge of engineering principles, drawing, and product design.
- A minimum of a B.S. in Mechanical Engineering or Naval Architecture from an ABET-accredited institution (advanced degree preferred) and at least 6 years of relevant Project Engineering or Project Management experience.
This role encompasses both office and fieldwork, characterized by:
- Assigned office space for daily tasks, with occasional ship visits as required.
- Potential exposure to airborne dust in the workplace.
- Fieldwork may involve confined spaces and elevated areas.
