Job Overview

The Project Engineer Level IV is a pivotal role within Eastern Shipbuilding Group, responsible for orchestrating cross-functional support among various engineering disciplines, subcontractors, and designated personnel. This position entails the development of project timelines, assessment of proposed modifications, crafting technical solutions, and accurately estimating the time and resources required for new initiatives and alterations. The Project Engineer will produce high-level estimates regarding project effort and duration, refining these estimates as projects progress towards authorization and execution.

Key Responsibilities

  • Formulate detailed, task-oriented plans for executing large-scale projects (exceeding 1000 hours) with established Estimated Completion Dates (ECDs) for each task, ensuring integration into the Engineering Department's comprehensive schedule.
  • Provide the Project Engineering Manager or Director of Engineering with scheduling requirements for all assigned tasks, including budgeted hours and necessary completion dates.
  • Maintain an active tracking system for these tasks, reporting daily on any deviations from the schedule or necessary adjustments.
  • Generate engineering estimates for durations and budgets (hours and materials) associated with specific tasks or projects.
  • Act as the engineering representative in the preparation of responses to commercial or governmental Requests for Proposals (RFPs).
  • Notify supervisors and relevant managers of any delays or complications in project execution, proposing viable solutions to recover schedule and budget.
  • Facilitate meetings as necessary to resolve obstacles related to assigned or interconnected projects, engaging a diverse range of participants across shipyard functions.

Supervisory Duties
  • As a Project Engineer IV, you will have supervisory responsibilities and project leadership duties, indirectly overseeing assigned engineering resources to ensure project completion. This includes planning, assigning, and directing work, as well as evaluating performance and providing insights for employee assessments.

Qualifications
  • A minimum of 15 years of experience in an engineering role.
  • Capability to obtain and maintain a CONFIDENTIAL security clearance.
  • Intermediate proficiency in Microsoft Word, Excel, and Outlook.
  • Ability to read and interpret technical documents, including business periodicals and governmental regulations.
  • Strong presentation skills and the ability to respond effectively to inquiries from senior management.
  • Proficient in using CAD/CAM software such as FORAN, AVEVA, NUPAS CADMATIC, or Ship Constructor.
  • Demonstrated problem-solving skills in dynamic environments.
  • Capacity to work collaboratively in a fast-paced setting while maintaining attention to detail.

Desired Skills
  • Extensive experience in planning and executing projects with teams of 20 or more.
  • Comprehensive understanding of the engineering and design processes for marine vessels.
  • Familiarity with regulatory requirements in the shipbuilding industry.
  • Strong knowledge of engineering drawings and product design.

Education
  • A Bachelor’s degree in Mechanical Engineering or Naval Architecture from an ABET-accredited institution is required, with an advanced degree preferred, alongside at least 6 years of relevant Project Engineering or Project Management experience.

Working Conditions
  • This role involves both office and fieldwork, including occasional ship visits.
  • Exposure to airborne dust and confined spaces may occur during fieldwork.

Physical Requirements
  • Ability to lift up to 20 pounds and perform tasks involving climbing, kneeling, and reaching.
  • Engagement in light physical work, including standing and repetitive movements.
