GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. The TxDMV Internal Audit Director reports to the Texas Department of Motor Vehicles Board. This position directs and oversees the operations and activities of the Internal Audit Division for the Texas Department of Motor Vehicles. Responsible for an audit staff charged with examining and evaluating overall Department activities in compliance with Generally Accepted Government Auditing Standards (GAGAS), the Institute of Internal Auditor's International Professional Practices Framework (IPPF), including the International Standards for the Professional Practice of Internal Auditing, and department policies and procedures. Work involves directing audits, advisory services, follow-up, and other engagements to improve governance, risk management and control processes as well; directing the internal fraud, waste, and abuse program; coordinating external audits; providing oversight and developing internal audit plans, policies, and procedures. Presents and maintains Department data on engagement and investigation results and risks to the Board and executive management. Will travel for department business. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Directs internal audit activity that the division is responsible for, including internal audit and advisory service engagements, internal fraud, waste, and abuse program, and risk assessment. Reports activities to the Texas Department of Motor Vehicles Board and Executive Director on an ongoing basis.

Communicates openly and frequently with the Department's Executive Director.

Builds and maintains a positive and collaborative working relationship with the Department's executive team.

Actively participates in Department work groups, Executive Steering Committees, and Governance teams to provide ad hoc advice on unforeseen and potential risks.

Coordinates external entity audits, including monitoring the external audit recommendations.

Oversees the development of the six-month risk assessment and resulting audit plans. Submits to the Board for approval. Oversees the implementation of the audit plans, assigns audits to staff, and reviews engagement reports.

Evaluates risk exposures to the agency's governance, operations and information systems by tracking and assessing identified Department risks, staying abreast of emerging risks, and conducting engagements.

Oversees the preparation of reports required by oversight entities including the State Auditor's Office, the Legislative Budget Board, and the Office of the Governor.

Oversees and directs the internal fraud, waste and abuse program, including detection and investigative work.

Oversees the Quality Assurance and Improvement Program in accordance with professional standards and division policies.

Works with Department staff and stakeholders to identify risks and improve audit quality and customer service through continuous educational efforts, internal audit communication site, and other methods.

Manages and monitors the Board Communication plan, including monthly and quarterly communications to the Finance and Audit Committee and Board.

Oversees the Division Dashboards, including Key Risk Indicators and Board.

Manages, mentors, and evaluates performance of internal audit staff. Establishes and approves staff development and training programs for audit staff. Recommends staffing and funding for Department auditing activities.

Plans, develops, implements, coordinates, monitors, and evaluates policies and procedures for the audit function.

Works with the Finance and Administration division to review and develop the division budget.

Travels up to 10% of the time. Travel by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Education and Experience

Bachelor's degree in public administration, business administration, business management, accounting or a related field plus five (5) years progressively responsible experience in auditing.

Certification as a Public Accountant or Internal Auditor or must obtain within 12 months of employment or internal promotion date.

Must have three (3) years managerial/supervisory experience.

(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
