The Internal Audit Division plays a crucial role in providing assurance and advisory services to the TxDMV Board and management. The Principal Internal Auditor (Internal Auditor V) engages in advanced and supervisory internal auditing tasks, which encompass conducting risk evaluations, formulating audit strategies, executing audit activities, drawing conclusions based on evidence, and offering recommendations to enhance operational efficiency. We are in search of a Principal Internal Auditor who possesses the capability to oversee the work of others while also managing and executing audit procedures autonomously. This role operates with minimal oversight, allowing for significant initiative and independent decision-making.

KEY RESPONSIBILITIES

- Conducts and/or supervises complex internal audits, advisory services, follow-up evaluations, or other engagements that comply with Generally Accepted Government Auditing Standards (GAGAS), the International Professional Practices Framework (IPPF) from the Institute of Internal Auditors, and departmental policies.

- Participates in all stages of the engagement process, including planning, fieldwork, and reporting.

- Develops and executes annual audit plans, which include performing risk assessments, monitoring the progress of ongoing engagements, and utilizing project management tools to effectively allocate staff resources and manage budgets for timely completion.

- Oversees and/or formulates audit scopes, objectives, procedures, and deliverables that assess controls and yield relevant conclusions and recommendations.

- Prepares and/or reviews working papers to ensure that all necessary audit steps are completed and documented uniformly, and that audit documentation adheres to applicable standards and policies.

- Prepares and/or reviews audit and engagement reports, including drafting outlines, discussing drafts with clients, finalizing reports incorporating client feedback, and submitting them for review and approval.

- Produces routine and ad-hoc reports, such as presentations, memorandums, or audit summaries.

- Clearly and accurately communicates verbal and written information to division staff, management, and Board members.

- Coordinates and develops documentation and responses to status inquiries, special projects, and requests for assistance from internal and external stakeholders.

- Conducts or assists in a Quality Assurance Improvement Program, including quality control audits and preparing for the annual internal quality control program or peer review.

- Engages in special projects or initiatives that advance the Internal Audit Division, including developing standardized audit procedures, participating in departmental working groups, and advising management on changes in business processes.

- May conduct or assist in special investigations.

- May lead and assign tasks to audit staff.

- May act on behalf of the Director of Internal Audit during their absence.

- May require travel to TxDMV offices statewide to perform work duties, representing the Internal Audit Division at various meetings. Travel may be up to 25% of the time and may necessitate extended hours, including evenings and weekends as needed.

- Regular attendance and adherence to approved work hours are required in accordance with departmental policies.

- Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

- Graduation from an accredited four-year college or university, along with:

  • Six (6) years of progressive auditing experience in financial, program, organizational, performance, IT, and/or compliance audits.

OR

  • Relevant certification with five (5) years of progressive auditing experience in the aforementioned areas. Relevant certifications include: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA).

PREFERRED QUALIFICATIONS

  • Current certification as a CPA, CIA, or CISA.
  • Experience in auditing at a governmental agency (city, county, state).
  • Familiarity with TeamMate+ audit management software.

ADDITIONAL INFORMATION

This position offers a hybrid remote work schedule within Texas, subject to management requirements. Attendance at meetings and training at headquarters may be necessary.
