The Internal Audit Division at TxDMV offers both assurance and advisory services to the TxDMV Board and its management. The Principal Internal Auditor (Internal Auditor V) is responsible for conducting advanced and supervisory internal auditing tasks. This includes performing risk evaluations, formulating audit strategies, executing audit procedures, drawing conclusions based on collected evidence, and providing recommendations aimed at operational enhancements. We are looking for a Principal Internal Auditor who can both supervise team members and independently manage audit tasks with minimal oversight, exercising significant initiative and independent judgment.

KEY RESPONSIBILITIES

Conducts and/or supervises complex internal audits, advisory services, follow-up evaluations, or other engagements that comply with Generally Accepted Government Auditing Standards (GAGAS), the International Professional Practices Framework (IPPF) from the Institute of Internal Auditors, and departmental policies and procedures. Engages in all stages of the audit process, including planning, fieldwork, and reporting.

Develops and executes annual audit plans, which encompass completing risk assessments, monitoring the progress of ongoing engagements, and utilizing project management tools to effectively allocate staff resources, assignments, and budgets for timely project completion.

Oversees and/or formulates audit scopes, programs, objectives, procedures, and deliverables that assess controls and yield relevant, accurate conclusions and recommendations.

Prepares and/or reviews working papers to ensure that all necessary audit steps are completed and documented uniformly, that audit documentation adheres to applicable standards and policies, and that evidence substantiates conclusions thoroughly.

Oversees and/or drafts audit and engagement reports, which includes creating outlines, drafting reports, discussing drafts with clients, finalizing reports incorporating client feedback, and submitting the final reports for review and approval.

Generates routine and ad-hoc reports such as presentations, memorandums, or audit summaries.

Effectively presents verbal and written information to division personnel, management, and Board members.

Coordinates and develops documentation and responses to status inquiries, special projects, and requests for assistance from both internal and external stakeholders, including legislative bodies and state auditing offices.

Conducts or assists in the Quality Assurance Improvement Program, which includes performing quality control audits and preparing for the annual internal quality control program or peer review.

Participates in special projects or initiatives that advance the Internal Audit Division. This may involve creating standardized audit procedures and office guidelines, engaging in departmental working groups, establishing templates and reporting for audit software, reviewing processes to identify potential fraud or ethical issues, advising management on business process changes, or assessing updates in professional standards.

May conduct or assist in special investigations.

May lead and delegate tasks to audit staff.

May represent the Director of Internal Audit in their absence.

Travel may be required to TxDMV offices statewide for work-related duties, including attending various departmental and external meetings. Travel may account for up to 25% of the time and may necessitate extended hours, including evenings and weekends, as needed.

Regular attendance and adherence to approved work hours in line with departmental policies and procedures are required.

Performs additional job-related duties as assigned.

MINIMUM REQUIREMENTS

Graduation from an accredited four-year college or university, along with:

  • Six (6) years of progressive auditing experience in financial, program, organizational, performance, IT, and/or compliance audits.
  • OR
  • Relevant certification with five (5) years of progressive auditing experience in the aforementioned areas. Relevant certifications include: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA).

PREFERRED QUALIFICATIONS

  • Current certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA).
  • Experience in auditing within a governmental agency (city, county, state).
  • Familiarity with TeamMate+ audit management software.

ADDITIONAL INFORMATION

This position is eligible for a hybrid remote work schedule within Texas (subject to change). Attendance at meetings and training sessions at headquarters is required as directed by management.
