Job Overview:

Under the guidance of the Governance, Risk, and Compliance Director, this role is pivotal in leading and managing the Information Security Program for the Texas Department of Aging & Disability Services. The position focuses on crafting strategies to ensure adherence to information security mandates.

This entails supervising the creation and execution of compliance initiatives, performing audits and evaluations, and providing direction on sustaining a secure operational framework. Additionally, it involves the formulation of policies, procedures, and controls to effectively mitigate cybersecurity risks and fulfill compliance obligations.

The manager collaborates closely with various organizational teams to guarantee that cybersecurity standards are upheld and that any compliance discrepancies are swiftly resolved.

Engagement in both internal and external compliance and regulatory audits is essential, along with recommending necessary security enhancements. The role also includes reviewing new and revised regulatory standards concerning information security to assess the need for updated policies and procedures, while keeping abreast of best practices and emerging security technologies.

Guidance is provided to agency personnel in complying with the agency's Security Policy, Guidelines, and Standards, as well as relevant state and federal regulations.

Key Responsibilities:

  1. Act as a representative for the Chief Information Security Officer's office, addressing cybersecurity inquiries from information owners and custodians, participating in meetings, and contributing to incident response efforts.
  2. Lead and oversee the design and implementation of the Information Security Compliance Program, ensuring comprehensive support for all relevant security services.
  3. Manage security and compliance functions, ensuring that security requirements for information systems, projects, and procurements are met.
  4. Support the development of strategic program roadmaps, analyzing metrics and communicating requirements to leadership.
  5. Promote the Security Program across the agency, assisting with training and awareness initiatives for stakeholders.

Required Skills and Knowledge:

  • Exceptional written and verbal communication abilities.
  • Strong analytical and problem-solving skills, with a quick grasp of complex technical issues.
  • In-depth understanding of cybersecurity methodologies and processes.
  • Experience in formulating and implementing security policies, standards, and controls.
  • Proficiency in conducting risk assessments and audits.
  • Broad technical expertise in networking, operating systems, applications, and databases.
  • Familiarity with compliance requirements, including HIPAA, PCI, and Texas regulations.
  • Knowledge of security frameworks such as NIST, SANS, and ISO.
