Job Overview:

The Director of Business Operations for the Provider Finance Department plays a crucial role in overseeing advanced managerial functions, providing strategic direction and leadership for the project management office, process enhancement initiatives, and operational support services.

This position is responsible for formulating the strategic vision, goals, and objectives for the designated business area; crafting policies, procedures, and guidelines; setting priorities, standards, and metrics to assess progress; coordinating and evaluating business operations; and approving departmental budgets.

The Director will collaborate closely with other key leaders within Provider Finance to ensure alignment and efficiency across departments. This role reports to the Director of Business and Quality Operations and includes supervisory responsibilities over team members, operating with a high degree of autonomy and independent judgment.

Key Responsibilities:
- Develop and execute annual workplans and operational strategies for the Business Operations section of Provider Finance, integrating both long-term strategies and immediate tactical approaches. (20%)

- Collaborate with the Director of Quality Review, the Director of Data Integration, and senior leadership to gather, organize, analyze, and prepare comprehensive reports, including management, productivity, and financial assessments.

- Address legislative inquiries and requests for information, including preparing Agency Cost Estimates for fiscal notes and participating in legislative appropriation requests. (15%)
- Design and implement evaluation techniques for program activities and business functions, identifying areas for improvement. Review findings from investigations, audits, and research studies to guide strategic decisions. (15%)

- Represent the agency at various business meetings, hearings, legislative sessions, conferences, and committees.

- Provide mentorship and support to team members, including the development of training and coaching plans.

- Collaborate with Human Resources and other relevant offices to address employment-related issues and inquiries. (20%)

- Coordinate with other Directors within Provider Finance to assess cross-departmental impacts and propose solutions, particularly concerning administrative services. (10%)
- Perform additional related duties as assigned. (5%)

Required Knowledge, Skills, and Abilities:
- Comprehensive understanding of local, state, and federal regulations pertinent to program activities and business functions, along with public administration principles.
- Proficiency in establishing strategic plans and objectives that align with overall business goals.
- Familiarity with the mission, vision, and values of the HHS.
- Knowledge of HHS financial and requisition processes.
- Expertise in project management methodologies, including waterfall and agile techniques.
- Skilled in process improvement methodologies, such as LEAN/Six Sigma.
- Ability to effectively organize and direct program activities, establish strategic goals, identify issues, evaluate alternatives, and implement solutions; develop and assess policies and procedures; prepare reports; communicate effectively; and supervise staff.
