Job Overview:

The Director of Business Operations within the Provider Finance Department is responsible for overseeing advanced managerial functions that guide strategic operations and planning for the department's project management office, process improvement initiatives, and service operations team.

This role entails formulating the strategic vision, goals, and objectives for the designated business area; crafting policies, procedures, and guidelines; setting priorities, standards, and metrics to assess progress towards objectives; coordinating and evaluating business operations; and approving departmental budgets.

The Director will collaborate closely with other key leadership roles within Provider Finance to ensure cohesive operations. This position operates under minimal supervision, allowing for significant initiative and independent decision-making.


Key Responsibilities:
  1. Develop and execute annual workplans and activity plans for the Business Operations section of Provider Finance, implementing both long-term strategies and short-term tactical approaches.
  2. Coordinate with senior leadership on the collection, organization, analysis, and preparation of various reports, including management, productivity, and financial assessments.
  3. Address legislative inquiries and prepare necessary documentation, including Agency Cost Estimates for fiscal notes and bill analyses.
  4. Design and implement evaluation techniques for program activities and business functions, identifying areas for improvement based on internal audits and research studies.
  5. Represent the agency at various business meetings, legislative sessions, and conferences, contributing to discussions and decision-making processes.
  6. Provide mentorship and support to team members, including the development of training and coaching plans.
  7. Collaborate with Human Resources and other departments to address employment-related concerns and inquiries.
  8. Facilitate communication among Directors within Provider Finance regarding cross-departmental impacts and recommend solutions.
  9. Perform additional duties as assigned.

Required Knowledge, Skills, and Abilities:
  • Understanding of relevant local, state, and federal laws and regulations, as well as public administration principles.
  • Ability to establish strategic plans and objectives that align with overall business goals.
  • Familiarity with the mission, vision, and values of the organization.
  • Knowledge of financial processes and requisition protocols.
  • Proficiency in project management methodologies, including both waterfall and agile techniques.
  • Expertise in process improvement methodologies, such as LEAN/Six Sigma.
  • Capability to organize and direct program activities, identify challenges, evaluate alternatives, and implement effective solutions.
  • Strong communication skills and the ability to supervise and guide team members effectively.
