This role encompasses senior-level managerial responsibilities overseeing the daily operations of TxDMV's facilities, maintenance, and fleet management functions. The position requires setting strategic goals and objectives, formulating guidelines and policies, and establishing schedules and standards to achieve these aims. The manager will coordinate and assess business operations, develop budgetary requirements, and monitor financial expenditures. This position involves supervising a diverse team, providing direction, training, and development opportunities, and offering constructive feedback on performance.

KEY RESPONSIBILITIES

  • Oversee daily operations of facilities, maintenance, and fleet management staff.
  • Set and manage objectives, schedules, and standards for program areas.
  • Develop evaluation techniques for business functions and program activities.
  • Utilize strong management and interpersonal skills to effectively supervise staff and communicate across the department.
  • Implement and monitor policies and procedures to ensure compliance in program areas.
  • Collaborate with senior management to formulate strategic plans and departmental goals.
  • Plan and manage budgets, assess financial requests, and oversee expenditures.
  • Conduct data collection and forecasting, prepare management reports, and review staff-generated documents for quality assurance.
  • Provide technical guidance on facilities, maintenance, and fleet management inquiries, identifying areas for operational improvement.
  • Review and coordinate project specifications, construction documents, and contracts, ensuring compliance with requirements.
  • Interpret complex drawings and blueprints, manage material orders, and plan project timelines.
  • Engage in program analysis and audits, collaborating with external consultants and government representatives.
  • Supervise various personnel, including staff and contractors, and conduct performance evaluations.
  • Foster a supportive work environment that encourages staff participation in problem-solving and process enhancement.
  • Represent the agency in meetings and conduct inspections of properties as necessary.
  • Travel as required for inspections and meetings, including potential overnight stays.
  • Maintain regular attendance and adhere to approved work hours in accordance with departmental policies.
  • Perform additional duties as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

A Bachelor's degree from an accredited institution in architecture, engineering, construction management, or a related field, along with five years of progressively responsible experience in fleet management or facilities administration, including design, scheduling, and budgeting.

At least three years of managerial or supervisory experience is required. Experience as a lead worker or project coordinator may substitute for management experience on a year-for-year basis.

PREFERRED QUALIFICATIONS

Certification as a Texas Contract Manager (CTCM) is preferred.

WORKING CONDITIONS

  • Work is performed on-site, Monday through Friday, 40 hours per week.

REGISTRATION AND LICENSURE

A valid Class 'C' driver's license is required. If relocating to Texas, a Texas driver's license must be obtained within 90 days.
