Position Overview:

The Senior Proposal Strategist is responsible for overseeing and guiding proposal teams in the creation of compliant, persuasive, and impactful proposals. This role requires a balance between strategic capture initiatives and the operational execution of government evaluation criteria and RFP structural guidelines.

Key Responsibilities:

  • Direct proposal development teams, including volume leads, solutions architects, content creators, section authors, coordinators, and review teams to implement the organization's established proposal framework.
  • Facilitate the translation of capture strategies into proposals that align with RFP scoring criteria and submission deadlines.
  • Contribute to the formulation of proposal strategies and content to achieve objectives in innovative and effective manners.
  • Manage the processes involved in the creation and revision of significant proposals by collaborating with internal teams to define technical methodologies and solutions for inclusion in various proposal sections.
  • Present proposal progress, challenges, and evaluations to senior management while integrating and addressing feedback.
  • Utilize extensive expertise to aid in the development of proposal strategies and content, addressing complex and unique challenges where analysis of situations or data necessitates consideration of intangible factors.
  • Establish formal networks to ensure coordination among various groups.

Essential Qualifications:

  • Minimum of 5 years of experience in crafting comprehensive federal proposal responses, including staffing models, management plans, past performance documentation, and resumes for diverse systems engineering and professional services opportunities.
  • At least 5 years of experience in federal proposal management, leading large teams through the complete lifecycle of complex, strategic proposals that include multiple volumes and intricate cost requirements.
  • Proven experience in leading and managing proposal teams through the design, delivery, and execution of complex proposals.
  • Experience coordinating diverse teams across various organizational levels, including prime contractors, subcontractors, and consulting firms.
  • Ability to collaborate closely with operational teams, business development leads, and pricing teams to ensure alignment of technical, management, and cost strategies.
  • Proficiency in Microsoft Office Suite, including Word, PowerPoint, Excel, SharePoint, and Adobe Acrobat.
  • Familiarity with business development processes, including phases and gates, as well as industry proposal practices.
  • Capability to produce schedules, templates, and proposal documentation using Microsoft Office tools.
  • Eligibility to obtain a security clearance.
  • High school diploma or GED required.

Preferred Qualifications:

  • Experience conducting proposal compliance audits.
  • Experience delivering project solutions to federal clients.
  • Ability to plan and coordinate proposal resources, including personnel, budget, and timelines, while regularly communicating status to leadership.
  • Proven ability to serve as a team leader, coordinating multiple major proposal efforts simultaneously and providing guidance to junior staff.
  • Possession of a TS/SCI clearance.
  • Bachelor's degree preferred.

Clearance Requirements:

Selected candidates will undergo a security investigation and may need to meet eligibility criteria for access to classified information.
