Position Overview:

The Senior Manager of Proposal Performance is responsible for steering the creation of content related to corporate experience and past performance for significant, intricate, and high-stakes proposals. This role involves thorough research and data gathering from an active portfolio of contracts to identify suitable references for past performance.

Key Responsibilities:

  • Oversee the development of briefings based on research findings and present insights and recommendations to leadership and executive teams involved in capture and proposal efforts.
  • Analyze Requests for Proposal (RFPs) to construct and tailor frameworks and templates for the past performance section.
  • Review existing documentation containing reference contract information to draft past performance citations effectively.
  • Work closely with delivery personnel from reference contracts to gather the most current and pertinent information.
  • Supervise and guide other content developers assigned to past performance tasks.
  • Facilitate color team reviews of past performance drafts and address feedback and suggestions.
  • Collaborate with delivery team members on contract references to ensure timely submission of past performance questionnaires as needed.
  • Engage regularly with capture team members to provide analytical support for bid decisions, responses to requests for information (RFI), capabilities presentations, white paper development, and other pre-RFP initiatives.

Basic Qualifications:

  • Minimum of 5 years of experience in corporate proposal content development, focusing on past performance and contract execution.
  • At least 5 years in a leadership role for past performance or major proposal sections, including managing other content developers.
  • Proficient in analyzing and applying RFP requirements to proposal content.
  • Strong ability to collaborate with client-facing teams and technical experts to extract necessary source material.
  • Demonstrated ability to develop briefings and present findings to proposal leadership and executives.
  • Capable of working independently or collaboratively while managing multiple concurrent proposal assignments.
  • Eligibility to obtain a security clearance.
  • Bachelor's degree required.

Additional Qualifications:

  • Experience with proposals valued at $250 million or more.
  • Familiarity with client delivery on government contracts.
  • Proficient in MS Word, Excel, and PowerPoint.
  • Adept at reviewing existing artifacts to develop past performance citations.
  • Ability to work remotely and lead virtual meetings effectively.
  • Exceptional written and verbal communication skills.
  • Certifications such as Program Management Professional (PgMP), Association of Proposal Management Professionals (APMP), or Shipley Certification are advantageous.

Clearance Requirement:

Selected candidates will undergo a security investigation and may need to meet eligibility criteria for access to classified information.
