Position Overview:
The Senior Manager of Proposal Past Performance will spearhead the creation of content for corporate experience and past performance documentation related to significant, intricate, and high-stakes proposals. This role involves conducting thorough searches and gathering data from an extensive portfolio of active contracts to identify suitable references for past performance.
Key Responsibilities:
- Develop comprehensive briefings based on research findings and present actionable insights to leadership and executive teams involved in capture and proposal efforts.
- Analyze Requests for Proposal (RFPs) to establish a structured framework and templates for the past performance documentation.
- Review existing materials that contain information on reference contracts to draft past performance citations effectively.
- Collaborate with delivery personnel from reference contracts to extract the most relevant and current information.
- Oversee the work of other content developers focused on past performance when assigned.
- Present initial drafts of the past performance volume for review and incorporate feedback from color team evaluations.
- Work closely with delivery team members on contract references to ensure timely submission of past performance questionnaires as needed.
- Engage in regular collaboration with capture team members to provide analytical support regarding past performance for bid decisions, RFI responses, capabilities presentations, white paper creation, and other pre-RFP activities.
Essential Qualifications:
- A minimum of 5 years of experience in corporate proposal content development, specifically in past performance and contract execution.
- At least 5 years of experience in a leadership role overseeing past performance or major proposal sections, including the management of other content developers.
- Proficient in analyzing and interpreting RFP requirements to inform proposal content.
- Strong ability to collaborate with client-facing teams and technical experts to gather source material for content development.
- Capable of independently managing multiple concurrent proposal assignments while collaborating effectively with proposal teams.
- Possess a Bachelor's degree and the ability to obtain a security clearance.
Preferred Qualifications:
- Experience with proposals valued at $250 million or more.
- Familiarity with client delivery on government contracts.
- Proficient in MS Word, Excel, and PowerPoint.
- Ability to work remotely and lead virtual meetings effectively.
- Excellent written and verbal communication skills.
- Relevant certifications such as Program Management Professional (PgMP), Association of Proposal Management Professionals (APMP), or Shipley Certification.
Security Clearance:
Selected candidates will undergo a security investigation and may need to meet eligibility criteria for access to classified information.

Compensation Structure:
Compensation at Booz Allen is determined by various factors, including location, education, skills, and experience. The projected salary range for this position is between $122,200 and $227,000 annually.
