Position Overview:

The Senior Manager of Proposal Past Performance is responsible for overseeing the creation of content related to corporate experience and past performance documentation for significant, intricate, and high-stakes proposals. This role involves identifying and gathering data from the portfolio of active contracts to select appropriate references for past performance.

Key Responsibilities:

  • Direct the development of briefings and present analytical findings and recommendations to leadership and executive teams involved in capture and proposal efforts.
  • Examine Requests for Proposal (RFPs) to formulate and customize frameworks and templates for the past performance section.
  • Review existing documentation that contains information on reference contracts to draft citations for past performance.
  • Collaborate with project teams from reference contracts to gather the most current and pertinent information.
  • Supervise and mentor other content developers assigned to past performance tasks.
  • Prepare drafts of the past performance volume for review by color teams and address their feedback and suggestions.
  • Work closely with delivery teams on contract references to ensure timely submission of past performance questionnaires as necessary.
  • Engage in regular collaboration with capture team members to provide past performance insights that support bid strategies, RFI responses, capabilities presentations, white paper creation, and other pre-RFP initiatives.

Essential Qualifications:

  • A minimum of 5 years of experience in corporate proposal content development, particularly in past performance and contract execution.
  • At least 5 years of experience in a leadership role for past performance or major proposal sections, including supervising other content developers.
  • Proficiency in analyzing and applying RFP requirements to proposal content.
  • Strong ability to collaborate with client-facing teams and technical experts to extract relevant source material.
  • Capacity to work independently or collaboratively with proposal teams while managing multiple concurrent assignments.
  • Possession of a Bachelor's degree and the ability to obtain a security clearance.

Preferred Qualifications:

  • Experience with proposals valued at $250 million or more.
  • Familiarity with client delivery on government contracts.
  • Proficient in MS Word, Excel, and PowerPoint.
  • Ability to review existing materials and create draft past performance citations.
  • Excellent written and verbal communication skills.
  • Certifications such as Program Management Professional (PgMP), Association of Proposal Management Professionals (APMP), or Shipley Certification are advantageous.

Security Clearance:

Selected candidates will undergo a security investigation and may need to meet eligibility criteria for access to classified information.
