RESPONSIBILITIES

The Metropolitan Transportation Authority oversees the management and operation of various inter-borough crossings in the NYC Region. The Executive Vice President (Environmental, Health & Safety) holds the top executive position within the Environmental, Health & Safety division, possessing substantial decision-making authority regarding departmental policies, strategies, governance, staffing, budgeting, and expenditures.

The Executive Vice President is responsible for the comprehensive oversight of the Environmental, Health, and Safety (EHS) program, ensuring adherence to safety standards, quality assurance, risk management, and regulatory compliance. Key responsibilities include:

Environmental

• Lead strategic assessments to identify and mitigate environmental risks across operations.

• Direct compliance initiatives to ensure alignment with applicable federal, state, and local regulations.

• Oversee the preparation and submission of environmental audit reports.

• Manage facilities to prevent environmental contamination and ensure compliance.

• Supervise hazardous material handling and disposal practices to minimize environmental impacts.

• Ensure contractor compliance with environmental regulations and contractual obligations.

• Develop and monitor compliant operational practices to mitigate environmental risks.

• Provide leadership in environmental training initiatives to promote awareness and compliance.

Health & Safety

• Conduct thorough risk assessments to identify and mitigate health and safety risks.

• Ensure compliance with Occupational Safety and Health Administration (OSHA) regulations.

• Manage the preparation and submission of safety reports.

• Lead job hazard assessments to identify and evaluate potential workplace hazards.

• Direct investigations of accidents and incidents, implementing corrective measures.

• Develop and implement performance indicators to proactively assess health and safety outcomes.

• Provide leadership in health and safety training initiatives.

• Serve as the agency representative on safety committees and working groups.

General

• Analyze industry standards and best practices for continuous improvement.

• Collaborate with other departments to identify and mitigate organization-wide risks.

• Direct and supervise staff, overseeing their performance and development.

• Foster a collaborative and accountable team environment, encouraging innovation and continuous improvement aligned with departmental objectives.

• Ensure agency input into project scopes and coordinate with relevant teams for successful project completion while minimizing operational impacts.

• Represent the agency before various stakeholders, including regulatory entities and peer organizations.

• Oversee vendor contracts.

QUALIFICATIONS
  • Bachelor's degree in Environmental Law, Environmental Science, Environmental Engineering, Environmental Management, Occupational Health & Safety, Safety Management, or Industrial Hygiene preferred.
  • A minimum of twenty (20) years of relevant experience, including at least twelve (12) years in a management or supervisory role within a large, multi-faceted organization.
  • An equivalent combination of education and experience may be considered.
  • Significant experience in program management for large government agencies or businesses with complex systems preferred.
  • Extensive experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
  • Proficient in Microsoft Office Suite and document management software.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability to build relationships and work collaboratively with internal and external stakeholders.
  • Proven ability to thrive in a high-profile, high-pressure environment.
  • Focus on delivering results, organizational effectiveness, and continuous improvement.
  • Proven leadership as a change agent and innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Exceptional team building, listening, problem-solving, and prioritization skills.
  • Unrestricted driver's license in New York State.
  • Ability to respond to any authority location on a 24/7 basis when required.
