We manage nearly 4,000 housing units throughout New York City, as well as additional properties in upstate New York and Connecticut. Our supportive housing model combines affordable living with essential services aimed at helping individuals maintain stable homes over the long term. Our Mission: Beyond providing housing, Breaking Ground actively engages in programs and services that assist individuals experiencing street homelessness, particularly those who have faced prolonged periods without shelter. Our Street to Home outreach initiative and transitional housing resources are designed to guide individuals toward permanent housing solutions.

Role Overview: Reporting to the Deputy Vice President of Programs, the Vice President of Outreach Programs will oversee a growing portfolio of private outreach contracts and grants focused on street homelessness in urban areas. This leadership role involves supervising a team of Program Directors and collaborating with various departments within Breaking Ground, while also representing the organization to a diverse range of external stakeholders.

Key Responsibilities:

  • Manage and enhance the operations of outreach services targeting street homeless individuals across various public-private environments, ensuring achievement of program goals, compliance with grant requirements, and adherence to safety protocols.
  • Directly supervise senior director-level staff responsible for daily operations, ensuring high-quality service delivery and effective resource utilization.
  • Foster staff development through training and communication strategies that promote organizational awareness and collaboration, in partnership with Program Development, Human Resources, and Compliance departments.
  • Oversee financial management of outreach initiatives, ensuring fiscal responsibility and alignment with available government funding, including budget preparation and ongoing financial monitoring.
  • Collaborate with key stakeholders to manage day-to-day activities, including crisis response and the launch of new programs as the outreach portfolio expands.
  • Build and maintain strong relationships with grant partners, community stakeholders, and government agencies to facilitate collaborative problem-solving.
  • Participate in initiatives that advance Breaking Ground's mission, including program innovation and the establishment of best practices.
  • Contribute to the development and expansion of outreach programs by providing insights for proposal development and implementation of evidence-based practices.
  • Perform additional duties as required.

Qualifications:

  • Master's degree in Social Work or a related field.
  • Knowledge of local and state mental hygiene laws regarding involuntary treatment.
  • Familiarity with community stakeholders related to street homelessness.
  • Minimum of 5 years of experience in homeless services or social service delivery.
  • At least 5 years of experience in a managerial or supervisory role.
  • Proven ability to engage effectively with government agencies.
  • Strong leadership, communication, and problem-solving skills.
  • Proficiency in Microsoft Office Suite.
