Senior Business Services Manager

Under the general oversight of the Regional Director for Administrative Services, this role is responsible for administering and directing Business Services initiatives for a designated geographic area.

This position requires the application of effective organizational and management skills to implement policies, procedures, and standards. The incumbent is accountable for the quality of management practices employed to achieve work objectives. Engages in moderately complex managerial tasks, providing direction and guidance in strategic operations and planning. Plans, assigns, and supervises the work of team members.

Oversees all facets of Business Services, which includes facility acquisition, management and operations, warehouse functions, asset management, administrative contract oversight, the development of service level agreements, and the management of the region's Safety and Incident Management Program.

Cultivates and maintains positive working relationships with internal leaders, community stakeholders, advisory groups, and elected officials.

Represents Regional Administrative Services (RAS) in committees, workgroups, and at various agency and community meetings.

Essential Job Functions:

Attends work consistently and predictably in accordance with agency leave policies and performs additional duties as assigned.

Manages the activities of staff within Business Services; develops and implements evaluation techniques for RAS activities; provides technical guidance in all areas of the RAS program to ensure efficient resource utilization and high-quality services.

Oversees personnel functions; coordinates and implements recruiting, interviewing, hiring, leave approvals, and time record management; develops and approves schedules, priorities, and standards for achieving objectives; plans, assigns, and supervises the work of Business Services personnel.

Leads the formulation and execution of guidelines, procedures, and regulations that impact the customer service delivery system in collaboration with other RAS components and monitors adherence to agency policies and procedures.

Supervises the preparation of management and productivity reports, internal audits, special reviews, research studies, forecasts, and modeling exercises aimed at enhancing services and facilitating information exchange, inquiry responses, issue resolution, or problem-solving with customers.

Develops and maintains a comprehensive understanding of all HHS agencies in the assigned area by reviewing agency literature, attending regional management meetings, and participating in agency workgroups.

Represents RAS at meetings, conferences, committees, and workgroups. (5%)

Knowledge Skills Abilities:

Extensive knowledge of local, state, and federal laws and regulations pertinent to business services, facility operations, and contract management.


General understanding of the programs offered by the Texas Health and Human Services agencies.

Knowledge of effective management principles, including organizing, coordinating, planning, scheduling, and implementing initiatives.

Proficiency in both written and verbal communication.

Competence in using standard agency computer hardware and software, including Microsoft Office Suite.

Ability to establish program goals and objectives.

Capacity to manage multiple tasks while maintaining flexibility in work prioritization.

Skill in identifying problems, developing and evaluating policies and procedures, and implementing effective solutions.

Ability to produce clear and concise reports.

Capability to plan, assign, and effectively supervise the work of others.

Ability to exercise sound judgment and make independent decisions in accordance with established policies and procedures.

Ability to establish and maintain effective working relationships with customers, staff, peers, management, and external contacts.

Willingness to travel locally and across the state, which may include overnight stays.

Flexibility to work outside of normal business hours as required.
