Senior Facility Operations Manager

Under the guidance of the Regional Business Services Manager, the Senior Facility Operations Manager is responsible for orchestrating and implementing administrative support services for various agency programs within a designated regional area.

This role encompasses a broad spectrum of facility support tasks, including but not limited to property leasing and oversight, spatial planning, managing office relocations, conducting safety and security assessments, coordinating maintenance activities, initiating and managing contracts, overseeing asset management, and performing additional responsibilities to ensure seamless operations of regional client service initiatives.

The position also involves providing consultative services, expert guidance, and technical support to stakeholders in agency programs. It requires analyzing program requests and formulating action plans to fulfill or surpass expectations.

Engagement with contractors, lessors, public officials, and both internal and external agency representatives is essential to troubleshoot issues and guarantee uninterrupted service delivery in alignment with regional program objectives.

Conducting on-site evaluations and operational analyses at assigned regional office locations is a key responsibility, aimed at gathering data, identifying trends, resolving issues, and ensuring adherence to building regulations, safety standards, and other relevant facility criteria.

Comprehensive reports of findings will be prepared, accompanied by recommendations for procedural enhancements and the initiation of innovative practices. The role includes planning, assigning, and supervising the work of other personnel. This position operates with limited oversight, allowing for significant initiative and independent decision-making.

Core Responsibilities:

Regular attendance and adherence to agency leave policies are expected, along with the performance of additional duties as assigned.


Conduct systematic visits to local/field offices to execute facility assessments; ensure that all emergency and routine building issues, as well as safety concerns, are promptly identified and addressed; provide guidance and training to Local Office Coordinators (LOC) regarding available services, request procedures, supply and equipment needs, and the appropriate monitoring and reporting of safety or security matters; manage all service requests and resolve facility-related issues for assigned offices, which includes coordinating purchases, contracting repair or maintenance services, initiating emergency or security incident management, addressing accessibility or safety challenges, and intervening in vendor or lessor performance issues; maintain productive relationships with LOCs to enhance effective service delivery to programs (40%)

Assess and review spatial utilization among agencies at assigned offices to identify efficiencies; collaborate with programs on requests for additional space, evaluating options for relocation, expanding space, or securing new leases; implement space allocation guidelines across all agencies; recommend the most cost-effective solutions to program and management; oversee space projects to completion, coordinating with relevant stakeholders such as facility management, agency program management, lessors, contractors, inspectors, movers, and IT support.

Formulate specifications for services and manage service contracts for regional offices to achieve program agency objectives; these contracts may include janitorial services, security, locksmiths, electricians, plumbing, HVAC, freight/shipping/postage meters, office equipment supply and maintenance, and carpet cleaning (15%)

Collaborate with warehouse and asset management teams to facilitate the pickup, transfer, and appropriate disposition of agency records and surplus furniture and equipment.

Assist in annual inventory processes, including locating, scanning, and reconciling reports on controlled assets. (10%)

Aid in the development and implementation of policies, procedures, and special projects aimed at enhancing service delivery or addressing regional program needs.

Prepare reports, participate in workgroups, provide technical assistance, manage emergency tasks and assignments, and perform other duties as necessary to support efficient regional programs serving the public.

Assign and oversee the work of other support staff within Business Services. (5%)

Required Knowledge, Skills, and Abilities:

Familiarity with local, state, and federal laws and regulations pertinent to business services, facility operations, contract management, and procurement.


Understanding of the principles, practices, and techniques of facility management, contract development and management, leasing, and state purchasing.

Awareness of the programs within the Texas Health & Human Services agencies.

Proficiency in planning, organizing, implementing, and evaluating large-scale, multifaceted projects and program support activities.

Competence in effective communication, including negotiation, conflict resolution, consultation, training, and report preparation.

Proficiency in using standard agency computer hardware and software, including Microsoft Office Suite.

Ability to manage multiple tasks with competing deadlines while delivering high-quality results promptly.

Capability to respond to emergency situations (even outside of regular hours) that may impact employee and client safety, taking corrective actions as necessary.


Ability to identify problems, assess options, and implement effective solutions.

Strong oral and written communication skills.

Ability to exercise sound judgment and make decisions in accordance with established policies and procedures.

Ability to establish and maintain effective working relationships with customers, colleagues, management, and external contacts.

Willingness to travel locally and across the state, which may include overnight stays.
