Senior Business Services Manager
Under the general oversight of the Regional Director for Administrative Services, this role is responsible for managing and directing Business Services initiatives for a designated geographic area.
This position requires the application of effective organizational and leadership skills to implement policies, procedures, and standards. The individual will be accountable for the quality of management practices utilized to achieve work objectives. This role involves moderately complex managerial tasks, providing strategic direction and guidance in operations and planning. Responsibilities include planning, assigning, and supervising the work of team members.The Senior Business Services Manager oversees all facets of Business Services, including facility acquisition, management and operations, warehouse functions, asset oversight, administrative contract management, the formulation of service level agreements, and the management of the region's Safety and Incident Management Program.
This position also focuses on developing and nurturing positive working relationships with internal leaders, community stakeholders, advisory groups, and elected officials.
The individual will represent Regional Administrative Services (RAS) in various committees, workgroups, and community meetings.Essential Job Functions:
Regular attendance and adherence to the agency's leave policy are required, along with performing additional duties as assigned.
Manages the activities of staff within Business Services; formulates and implements evaluation techniques for RAS activities; provides technical guidance across all aspects of the RAS program area to ensure efficient resource utilization and high-quality service delivery.
(35%)Oversees personnel functions, including recruiting, interviewing, hiring, leave approvals, and time record management; develops and approves schedules, priorities, and standards for goal achievement; plans, assigns, and supervises the work of Business Services personnel.
(20%)Leads the creation and implementation of guidelines, procedures, and regulations that affect the customer service delivery system, in collaboration with other RAS components, while monitoring compliance with agency policies and procedures.
(20%)Supervises the preparation of management and productivity reports, internal audits, special reviews, research studies, forecasts, and modeling exercises aimed at enhancing services and facilitating information exchange, inquiry resolution, and problem-solving with customers.
(10%)Maintains current knowledge of all HHS agencies within the assigned area by reviewing agency literature, attending regional management meetings, and participating in agency workgroups.
(10%)Represents RAS at meetings, conferences, committees, and workgroups. (5%)
Knowledge Skills Abilities:
Comprehensive knowledge of local, state, and federal laws and regulations pertinent to business services, facility operations, and contract management.
General understanding of the programs offered by the Texas Health and Human Services agencies.
Familiarity with effective management principles, including organizing, coordinating, planning, scheduling, and implementing initiatives.
Proficiency in both written and verbal communication.
Competence in using standard agency computer hardware and software, such as Microsoft Office Suite.
Ability to establish program goals and objectives.
Capability to manage multiple tasks while demonstrating flexibility in work prioritization.
Skill in identifying problems, developing and assessing policies and procedures, and implementing effective solutions.
Ability to produce clear and concise reports.
Competence in planning, assigning, and effectively supervising the work of others.
Sound judgment and the ability to make independent decisions in line with established policies and procedures.
Ability to foster and maintain effective working relationships with customers, staff, peers, management, and external contacts.
Willingness to travel locally and statewide, which may include overnight stays.
Flexibility to work outside of normal business hours as necessary.
