Job Description:

Senior Business Services Manager

Under the general oversight of the Regional Director for Administrative Services, this role involves managing and directing Business Services initiatives for a specified geographic area.

This position requires the application of effective organizational and managerial skills to implement policies, procedures, and standards. The incumbent is accountable for the quality of management practices employed to achieve work objectives. Engages in moderately complex managerial tasks, providing direction and strategic guidance in operations and planning. Responsible for planning, assigning, and supervising the work of team members.

Oversees all facets of Business Services, including facility acquisition, management and operations, warehouse logistics, asset oversight, administrative contract management, the creation of service level agreements, and the management of the region's Safety and Incident Management Program.

Establishes and nurtures productive working relationships with internal leaders, community stakeholders, advisory groups, and elected officials.

Represents Regional Administrative Services (RAS) in various committees, workgroups, and at agency and community gatherings.

Essential Job Functions:

Maintains regular and predictable attendance in accordance with agency leave policies and performs additional duties as assigned.

Directs the activities of Business Services staff; develops and implements evaluation techniques for RAS activities; provides technical guidance in all areas of the RAS program to ensure efficient resource utilization and high-quality service delivery.

Manages personnel functions; coordinates and implements recruitment, interviewing, hiring, leave approvals, and time record management; develops and approves schedules, priorities, and standards to achieve objectives; plans, assigns, and supervises the work of Business Services personnel.

Leads the formulation and execution of guidelines, procedures, and regulations affecting the customer service delivery system in collaboration with other RAS components, ensuring compliance with agency policies and procedures.

Oversees the preparation of management and productivity reports, internal audits, special reviews, research studies, forecasts, and modeling exercises aimed at enhancing services and addressing inquiries or resolving issues with customers.

Develops and maintains a comprehensive understanding of all HHS agencies in the assigned area by reviewing agency literature, attending regional management meetings, and participating in agency workgroups.

(10%)

Represents RAS at meetings, conferences, committees, and workgroups. (5%)

Knowledge Skills Abilities:

Extensive knowledge of local, state, and federal laws and regulations pertinent to business services, facility operations, and contract management.


General understanding of the programs of the Texas Health and Human Services agencies.

Knowledge of effective management principles, including organizing, coordinating, planning, scheduling, and implementing initiatives.

Proficiency in both written and verbal communication.

Competence in using standard agency computer hardware and software, including Microsoft Office Suite.

Ability to establish program goals and objectives.

Capability to manage multiple tasks with flexibility in prioritization.

Ability to identify issues, develop and assess policies and procedures, and implement effective solutions.

Skill in producing clear and concise reports.

Ability to plan, assign, and effectively supervise the work of others.

Capacity to exercise sound judgment and make independent decisions in line with established policies and procedures.

Ability to foster and maintain effective working relationships with customers, staff, peers, management, and external contacts.

Willingness to travel locally and statewide, which may involve overnight stays.

Ability to work outside of normal business hours as required.
