Position Summary:

The Resident Services Department at Housing Opportunity Com is dedicated to improving the quality of life for our customers by managing and executing a wide range of exceptional programs, services, and resources. By fostering collaborative relationships with local government entities, federal agencies, and community organizations, we provide extensive service coordination, impactful resident initiatives, and comprehensive supportive housing services for individuals and families residing in our properties or receiving housing assistance.

This role entails overseeing the Permanent Supportive Housing Resident Counselor team and managing the HUD McKinney PSH grant programs. The selected candidate will serve as the clinical supervisor for the HOC McKinney Program, working closely with the Montgomery County Continuum of Care (CoC).

The position requires a solid understanding of social work principles and housing programs, including Section 8 and McKinney housing initiatives. Responsibilities are carried out with a degree of autonomy, guided by established regulations, policies, and procedures, while also necessitating the development of new methods based on specific expertise. The effectiveness of this role directly influences the quality of services provided and the management of grant programs. The position involves addressing various challenges, such as program compliance and regulatory oversight, often requiring innovative problem-solving approaches.

Strong communication skills are essential for this role, as it involves assessing, presenting, and coordinating care with diverse community partners and internal departments. The work is primarily office-based, with regular meetings with the Montgomery County CoC and program staff. Supervisory responsibilities may often be crisis-oriented, with exposure to program participants in behavioral health crises.

Note: This is a hybrid position, allowing for remote work one day per week after successful completion of the initial probation period.

Key Responsibilities:

Clinical Oversight:

  • Conduct weekly individual clinical case reviews with a team of eight Resident Counselors, providing assessment, guidance, and recommendations for participant and staff actions.
  • Review case documentation, ensuring completeness, timeliness, and accuracy.
  • Facilitate hospitalizations for clients when necessary.
  • Organize case conferences and home visits with program participants and staff as required, including conducting all new participant intakes.
  • Act as a liaison with CoC partners, local hospitals, and treatment providers to address participant needs and foster collaborative care.
  • Serve as a field instructor for one to two Social Work Interns during the academic year.

Administrative Responsibilities:

  • Manage administrative tasks such as HIMS, monthly reporting, and participation in various HOC and CoC meetings. Assist with program audits.
  • Act as a program liaison with the CoC and other partners, including MCCH, Interfaith Works, Cornerstone Montgomery, and DHHS.
  • Support overall program operations, policy development, and provide supervisory coverage as needed.
  • Perform additional related duties as assigned.

Qualifications:

Experience:

  • A minimum of four years of relevant experience.
  • At least one year of supervisory experience.

Education: A Master's Degree in Social Work or a related field from an accredited institution.

Licenses and Certifications:

Must possess the necessary credentials to authorize Emergency Petitions for hospitalization of program participants in Maryland (LCSW-C or LCPC).

Skills and Abilities:

  • Strong communication skills and a positive demeanor.
  • Ability to connect with individuals from diverse backgrounds and cultures.
  • Familiarity with eligibility criteria and procedures for federal and state entitlement programs.
  • Excellent assessment, oral, and written communication skills.
  • Capability to work independently, meet deadlines, and exercise sound judgment.
  • Knowledge of landlord-tenant laws, HUD CoC programs, and related regulations is advantageous.
  • A valid driver's license and reliable transportation are required.
