About the Organization:

The Housing Opportunities Commission (HOC) of Montgomery County was founded in 1974 to address the community's demand for affordable housing solutions. HOC has the authority to acquire, manage, and operate various housing options, facilitate construction or renovation projects, secure financial support from diverse sources, and coordinate essential social and resident services.

Position Overview:

This role entails overseeing and managing both HOC and non-HOC-owned properties within the Resident Accounting and Public Fund divisions. Responsibilities include ensuring the precise submission of HUD, County, and State invoices. The selected candidate will be tasked with preparing and analyzing financial statements and reports, providing actionable insights based on these analyses, managing multiple ledgers, and preparing documentation for auditors. Additionally, the role involves overseeing the preparation of regulatory reports, including REAC and single audits, as well as managing financial statement audits. The supervisor will also be responsible for training and mentoring accounting staff.

Minimum Qualifications:

Experience:

  • A minimum of four years of experience in accounting, with at least one year in a supervisory capacity.
  • Proficiency in various complex accounting domains, including AAP (both GASB and FASB) practices and procedures applicable to governmental and non-profit entities.

Education:

  • A Bachelor's Degree in Accounting or a related field from an accredited institution.

Knowledge, Skills, and Abilities:

  • Strong understanding of accounting principles and practices.
  • Familiarity with modern office practices and procedures related to accounting.
  • Knowledge of governmental laws, regulations, and rules governing accounting activities at HOC, or the ability to acquire such knowledge.
  • Proficiency in computerized spreadsheets, databases, and accounting software.
  • Effective communication skills, both verbal and written.
  • Ability to supervise and develop accounting personnel under their guidance.
