Position Summary:

The Resident Services Department at Housing Opportunity Com is dedicated to improving the quality of life for our clients by providing a diverse range of top-notch programs, services, and resources. Through strong partnerships with local government, federal agencies, and community organizations, we deliver extensive service coordination, impactful resident initiatives, and comprehensive supportive housing services to individuals and families living in our properties or receiving our housing assistance.

This role is a professional position that involves overseeing the Permanent Supportive Housing Resident Counselor team and managing the HUD McKinney PSH grant programs. The selected candidate will serve as the clinical supervisor for the HOC McKinney Program, working closely with the Montgomery County Continuum of Care (CoC).

The position requires a solid understanding of social work principles and housing programs, including Section 8 and McKinney housing initiatives. The responsibilities are carried out with general supervision, allowing for significant independence in planning and executing tasks. While guidelines are typically provided through grant regulations and organizational policies, the role demands adaptability and the development of new procedures based on individual expertise. The effectiveness of this position directly influences the quality of services provided and the proper management of grants. The role involves addressing various challenges, such as program compliance and regulatory monitoring, which may require innovative problem-solving approaches.

The individual in this position must possess excellent communication skills to effectively assess, present, and coordinate care with various community partners and internal departments. Most work is conducted in an office environment, with regular meetings with the Montgomery County CoC and program staff. Supervisory responsibilities often arise in crisis situations, and the candidate will frequently interact with program participants who may be experiencing behavioral health crises.

Note: This is a hybrid role. Employees may work remotely one day per week after successfully completing a six-month probation period.

Key Responsibilities:

Clinical Oversight:

  • Conduct weekly individual clinical case reviews with a team of eight Resident Counselors, providing assessments, guidance, and recommendations for participant and staff next steps.
  • Review case documentation, ensuring completeness, timeliness, and accuracy of records.
  • Facilitate hospitalizations for clients when necessary.
  • Organize case conferences and home visits with program participants and staff as required, including conducting intakes for new participants.
  • Act as a liaison with CoC partners, local hospitals, and treatment providers to address participant needs and foster collaborative care.
  • Serve as a field instructor for one to two Social Work Interns during the academic year.

Administrative Responsibilities:

  • Manage administrative tasks, including HIMS, monthly reporting, and participation in various HOC and CoC meetings. Assist with program audits.
  • Act as a program liaison with the CoC and other partners, including MCCH, Interfaith Works, Cornerstone Montgomery, and DHHS.
  • Support overall program operations, policy development, and provide supervisory coverage as needed.
  • Perform additional related duties as assigned.

Qualifications:

Experience:

  • A minimum of four years of relevant experience.
  • At least one year of supervisory experience.

Education: A Master's Degree in Social Work or a related field from an accredited institution.

Licenses and Certifications:

Must hold credentials to authorize Emergency Petitions for hospitalization of program participants in Maryland (LCSW-C or LCPC).

Skills and Abilities:

  • Strong communication skills and a positive demeanor.
  • Ability to connect with individuals from diverse backgrounds and cultures.
  • Familiarity with eligibility and procedures for federal and state entitlement programs.
  • Excellent assessment, oral, and written communication skills.
  • Ability to work independently, meet deadlines, and exercise sound judgment.
  • Knowledge of landlord-tenant laws, HUD CoC programs is advantageous.
  • A valid driver's license and reliable transportation are required.
