As a vital member of the Center City District's On-Street Community Service Representative Operations, our Community Engagement Specialists play a crucial role in connecting with unsheltered individuals in the community. They assess needs, identify suitable support systems, and cultivate trusting relationships to guide clients toward the most effective support services available. Outreach personnel will collaborate with local businesses, municipal agencies, and various service providers.

KEY RESPONSIBILITIES

The primary objective of the Community Engagement Specialist is to foster relationships with individuals experiencing homelessness. This role is essential in working collaboratively with clients to achieve long-term stability through housing, employment, healthcare, and other necessary services. By partnering with organizations such as Project Home, the Community Engagement Specialist will also assist individuals in addressing their fundamental needs, including access to food, clothing, showers, laundry, transportation, and identification.

The Community Engagement Specialist will patrol designated service areas, focusing on high-traffic locations, and provide valuable information and resources to enhance interactions with individuals facing homelessness.

ESSENTIAL FUNCTIONS

  • Conduct surveys in assigned service areas and engage with clients to offer relevant services.
  • Act as an outreach liaison by interacting with the public, including visitors and residents, in a professional and approachable manner.
  • Identify potential community relations and public safety concerns in public spaces and report these issues to management.
  • Oversee surveys related to homelessness and panhandling within their designated service areas.
  • Communicate effectively with clients, colleagues, and management, demonstrating accuracy and attention to detail in both verbal and written communications.
  • Complete necessary documentation and reporting in a timely and accurate manner.
  • Maintain all authorized equipment, adhere to the responsibilities and expectations for employees, and comply with safety and use-of-force policies and procedures, as well as all applicable laws.
  • Achieve certification in CPR and First Aid to assist the public in emergencies.
QUALIFICATIONS
  • Associate degree in social services or a related field, or equivalent experience required.
  • Preferred experience and knowledge of homeless programs and general issues surrounding homelessness.
  • Preferred experience in mental health and substance abuse issues.
  • Outgoing personality with strong customer service skills.
  • Excellent interpersonal skills.
  • Fluency in English, both oral and written; proficiency in additional languages is a plus.
  • Ability to work independently and collaboratively in a team environment while supporting a variety of activities.
  • Ability to pass physical, drug, reference, criminal, and other background checks post-offer.
PHYSICAL DEMANDS
  • Ability to communicate using a handheld two-way radio and other electronic devices.
  • Ability to walk and stand for extended periods in various weather conditions, up to 95% of the day.
  • Must be able to carry a backpack with required equipment weighing no more than ten (10) pounds and lift up to 20 lbs.
  • Must be able to observe activities within designated boundaries and report as necessary.
  • Must be able to work outdoors in inclement weather with moderate exposure to varying conditions.
