POSITION TITLE: Housing Specialist

COMPENSATION: $21-$27 per hour

REPORTS TO: Director of ECM

WORK ENVIRONMENT: Remote/Hybrid

POSITION SUMMARY

Libertana is seeking a dedicated Housing Specialist with exceptional interpersonal skills to evaluate individuals for housing opportunities and support clients in securing affordable, long-term housing solutions. The primary responsibilities of this role include collaborating with community organizations, government entities, and property owners to identify resources and negotiate agreements that facilitate suitable housing for clients. This position primarily involves fieldwork.

QUALIFICATIONS
  • At least two years of experience working with homeless individuals and/or low-income populations, including those facing substance abuse and severe mental health challenges.
  • High school diploma or GED is required.
  • A Bachelor's Degree in human services, social work, or a related discipline is preferred.
  • Prior experience as a housing counselor is advantageous.
  • Experience with Intensive Case Management Services (ICMS) is essential.
  • Familiarity with social service agencies and community resources is necessary.
  • Understanding of community and housing resources, as well as government benefits and welfare systems.
  • Ability to work independently, self-motivate, and communicate effectively.
  • Knowledge of regulatory standards and property management practices.
  • Strong communication, interpersonal, and listening abilities.
  • Excellent analytical, mediation, and negotiation skills.
  • Outstanding organizational and case management capabilities.
  • Cultural sensitivity and awareness of diverse socioeconomic conditions.
  • Current CPR certification is required.
  • Must possess a valid driver's license and have access to a reliable, insured vehicle.
KEY RESPONSIBILITIES
  • Evaluate housing obstacles faced by individuals and families experiencing homelessness to assess their housing and service requirements.
  • Develop a comprehensive housing procurement, financial, and self-sufficiency management plan in collaboration with clients, including an intake interview to identify needs, goals, and eligibility.
  • Act as an advocate and mediator with landlords on behalf of clients to create viable plans for obtaining and maintaining housing.
  • Assist clients in locating and securing their preferred housing options.
  • Establish and maintain effective communication channels among all parties involved (e.g., tenants, landlords, referral sources, collaborating agencies).
  • Serve as a continuous liaison between property managers and clients, as well as between clients and their neighbors.
  • Provide information and referral services regarding available support from relevant social service agencies and community programs.
  • Support clients in developing and adhering to personal budgets through proactive housing and financial counseling sessions.
  • Facilitate the creation of individualized goal and action plans that promote permanent housing and self-sufficiency.
  • Identify client strengths and barriers to stability, assisting them in overcoming challenges and connecting with necessary resources.
  • Conduct follow-up visits to ensure client stability and progress towards self-sufficiency.
  • Educate clients about their rights and responsibilities regarding residential lease agreements.
  • Document all client interactions and maintain accurate records and reports.
  • Participate in training and quality improvement activities to ensure compliance with relevant regulations.
