POSITION TITLE: Housing Specialist

COMPENSATION: $21-$27 per hour

POSITION SUMMARY

Libertana is seeking a dedicated Housing Specialist with exceptional interpersonal skills to evaluate candidates for housing assistance and support clients in securing affordable, permanent residences. The primary duties of the Housing Specialist include collaborating with community organizations, government entities, and property owners to identify resources and negotiate terms that facilitate clients in obtaining suitable housing. This role primarily involves fieldwork.

QUALIFICATIONS
  • At least two years of experience working with homeless individuals and/or low-income populations, including those facing substance abuse and severe mental health challenges.
  • High school diploma or GED is mandatory.
  • A Bachelor's Degree in human services, social work, or a related discipline is preferred.
  • Prior experience as a housing counselor is advantageous.
  • Experience with Intensive Case Management Services (ICMS) is required.
  • Familiarity with social service agencies and community resources is essential.
  • Knowledge of community housing resources and government benefits is necessary.
  • Ability to work independently, self-motivate, and communicate effectively.
  • Understanding of regulatory standards and property management practices.
  • Strong communication, interpersonal, and listening abilities.
  • Excellent analytical, mediation, and negotiation skills.
  • Outstanding organizational and case management capabilities.
  • Cultural sensitivity and awareness of diverse socioeconomic conditions.
  • Current CPR certification is required.
  • Successful completion of a pre-employment physical examination, including TB screening or chest X-ray, as per agency policies.
  • Must possess a valid driver's license and have access to a reliable, insured vehicle.
KEY RESPONSIBILITIES
  1. Evaluate housing obstacles faced by individuals and families experiencing homelessness to identify their housing and service requirements.
  2. Develop a comprehensive housing procurement, financial, and self-sufficiency case management plan with clients, including intake interviews to assess needs, goals, and eligibility.
  3. Advocate and mediate with landlords on behalf of clients to create feasible plans for obtaining and maintaining housing.
  4. Assist clients in finding and securing their preferred housing options.
  5. Establish and maintain effective communication channels among all parties involved (i.e., tenants, landlords, referral sources, collaborating agencies).
  6. Act as a liaison between property managers and clients, as well as between clients and their neighbors.
  7. Provide information and referral assistance regarding available support from relevant social service agencies and community programs.
  8. Encourage adherence to personal budgeting through proactive housing and budget counseling sessions; assist clients in creating payment plans for bills and debts to help them maintain housing.
  9. Support clients in developing a strength-based, solution-focused individualized goal and action plan that fosters permanent housing and self-sufficiency.
  10. Identify client strengths and barriers to stability, assisting them in overcoming obstacles and connecting with necessary resources and services.
  11. Conduct proactive follow-up visits to ensure stability and progress towards self-sufficiency, offering support, advocacy, and problem-solving assistance.
  12. Educate clients about their rights and responsibilities concerning residential lease agreements.
  13. Report any signs of abuse or neglect as required.
  14. Participate in education, training, and quality improvement activities, ensuring compliance with federal, state, local, and HIPAA regulations.
  15. Maintain accurate records, including daily logs, monthly outcome reports, and client files.
  16. Collect and report program data, including HMIS reporting and data required by funders.
  17. Stay informed about Title 22 regulations.
  18. Foster a comfortable work environment for all employees.
  19. Understand confidentiality, HIPAA, and healthcare laws and regulations.
  20. Maintain proper timekeeping practices.
  21. Adhere to policies and procedures outlined in the Employee Handbook.
  22. Keep all credentials current.
  23. Report any instances of fraud and abuse.
  24. Be knowledgeable about mandated reporting requirements.
  25. Document client interactions in a timely manner.
  26. Attend departmental meetings as required.
  27. Complete all state-mandated in-service training.
  28. Perform other duties as assigned.
