Overview

The Delaware Department of Transportation (DelDOT) is dedicated to effective sediment control and stormwater management. The Sediment and Stormwater Management Program operates within the Division of Watershed Stewardship's Conservation Programs Section, employing a holistic approach to ensure the integrity of our water resources.

Position Summary

This role is pivotal in overseeing the Construction Section of the Sediment and Stormwater Program. Responsibilities include supervising construction review personnel and managing all facets of construction and maintenance assessments for state and federal initiatives, as well as post-construction stormwater systems in Delaware. The goal is to guarantee adherence to applicable state and federal regulations, while also enforcing compliance on non-conforming sites. Additionally, this position will support activities related to delegated agencies and provide essential technical assistance and outreach to various stakeholders, including the regulated community, local and state agencies, and the public.

Key Responsibilities

The essential functions of this position encompass a range of core duties that are common across the series and are not intended to be an exhaustive list. Conduct inspections of infrastructure to verify compliance with design specifications, safety standards, construction methodologies, and ongoing maintenance requirements; document and report findings.
Design, develop, and review engineering project layouts, alignments, profiles, and related documentation.
Compile and maintain records of notes, sketches, test results, and inspection data to ensure compliance and inform design and reporting processes.
Perform studies to assist in analyzing needs and developing plans, as well as recording project characteristics.
Analyze data to verify accuracy, formulate recommendations, and ensure compliance with standards.
Test and evaluate materials and designs to confirm adherence to specifications and contractual obligations.
Gather survey data, including angles, elevations, and contours, utilizing electronic distance measuring tools and other surveying equipment.
Calculate area and volume dimensions, as well as horizontal and vertical geometry, using appropriate tools.
Operate computer-aided drafting tools and other relevant equipment.
Interpret engineering documents, including plans, specifications, and blueprints.

Qualifications

Required Qualifications for Engineering/Planning/Surveying Technician V
Candidates must demonstrate proficiency in the following areas:

Construction and Stormwater Inspection

Minimum of three years of experience in reviewing construction plans and technical drawings for compliance. Minimum of three years of experience in construction design and survey inspections. Minimum of three years of experience in leading teams involved in inspection and documentation of construction progress. Minimum of three years of experience in producing analytical and technical documents, including reports and maps. Minimum of three years of experience in project management, encompassing planning, implementation, and evaluation of projects. At least six months of experience in contract management, ensuring compliance with contract terms. Minimum of three years of experience utilizing automated information systems for data management. At least six months of experience in supervising staff, including planning and evaluating their work. A valid Driver's License is required.
