Introduction

The DNREC Sediment and Stormwater Management Program functions within the Division of Watershed Stewardship's Conservation Programs Section. This initiative employs a holistic strategy for sediment control (both during and after construction) and stormwater management, which encompasses the monitoring of stormwater quantity and the quality of water control.

Summary Statement

This role is accountable for overseeing the Construction Section within the Sediment and Stormwater Program (SSP). Responsibilities include supervising construction review personnel and managing all facets of construction and maintenance assessments of state and federal projects, as well as post-construction stormwater facilities in Delaware, ensuring adherence to state and federal regulations. This position involves executing initial enforcement actions on sites that do not comply with the Delaware Sediment and Stormwater Regulations, supporting activities related to delegated agencies, and providing technical assistance and outreach to the regulated community, local and state agencies, and the general public.

Essential Functions

The essential functions are fundamental duties common to all positions in this classification and are not intended to be an exhaustive list of all responsibilities for any one position. As class specifications are descriptive and not restrictive, incumbents may perform similar duties not specifically listed here. Conducts inspections of infrastructures to verify compliance with design specifications, material standards, safety protocols, construction methodologies, and ongoing maintenance requirements; documents and reports compliance or deficiencies.
Designs, develops, and reviews engineering project layouts, alignments, profiles, studies, graphs, and other related activities.
Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or create designs, specifications, reports, maps, and other geographically based data.
Performs various studies to assist others in analyzing needs and developing plans, as well as recording characteristics and other related activities.
Analyzes data to assess the accuracy of collected information, formulate recommendations, develop corrective designs, and ensure compliance.
Tests and evaluates the quality of materials or designs to confirm adherence to contracts and specifications.
Gathers survey data, including angles, elevations, points, and contours, utilizing electronic distance measuring equipment and other surveying instruments.
Calculates and measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
Operates computer-assisted drafting equipment or other relevant tools.
Reads and interprets plans, specifications, blueprints, and other engineering documents.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician V
Candidates must possess education, training, and/or experience demonstrating proficiency in each of the following areas:

Construction Inspection/Stormwater Construction Inspection

Three years of experience in reviewing construction plans and details, schematics, or technical drawings to assess compliance. Three years of experience in construction design and survey inspections. Three years of experience in planning, organizing, and directing teams involved in inspection and documentation of construction progress and project completion. Three years of experience in developing analytical and technical documents such as reports, maps, or geographical representations of data. Three years of experience in project management, including planning, developing, implementing, managing, and evaluating projects to ensure objectives are achieved. Six months of experience in contract management and control, which includes ensuring compliance with contract terms and negotiating changes to existing contracts. Three years of experience using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data. Six months of experience in staff supervision, which includes planning, assigning, reviewing, and evaluating the work of others. Possession of a valid Driver's License (not suspended, revoked, or cancelled, or disqualified from driving).
