Overview

The DNREC Sediment and Stormwater Management Program operates within the Division of Watershed Stewardship's Conservation Programs Section. This program employs a holistic approach to sediment control during and post-construction, alongside effective stormwater management, which includes the monitoring of stormwater quantity and quality.

Position Summary

This role is pivotal in overseeing the Construction Section within the Sediment and Stormwater Program (SSP). Responsibilities encompass supervising construction review personnel and managing all facets of construction and maintenance evaluations for state and federal projects, as well as post-construction stormwater facilities to ensure adherence to applicable regulations. The position also involves executing initial enforcement actions on non-compliant sites, supporting delegated agency activities, and offering technical assistance and outreach to various stakeholders, including the regulated community, delegated agencies, local and state entities, and the general public.

Key Responsibilities

The following functions are essential and are representative of the core duties associated with this position: Conduct inspections of infrastructure to verify compliance with design specifications, material standards, safety protocols, construction methodologies, and ongoing maintenance requirements; document compliance or deficiencies as necessary.
Design, develop, and review engineering project layouts, alignments, profiles, studies, graphs, and related activities.
Compile and document notes, sketches, test results, inspection data, and other relevant information to establish compliance and/or create designs, specifications, reports, maps, and other geographically-based data.
Perform various studies to assist others in analyzing needs and developing plans, as well as recording characteristics and other pertinent activities.
Analyze data to assess the accuracy of collected information, formulate recommendations, develop corrective designs, and ensure compliance.
Test and evaluate the quality of materials or designs to confirm adherence to contracts and specifications.
Gather survey data, including angles, elevations, points, and contours, utilizing electronic distance measuring equipment and other surveying tools.
Calculate and measure area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
Operate computer-aided drafting equipment or other relevant tools.
Interpret plans, specifications, blueprints, and other engineering documents effectively.

Job Qualifications

Requirements for Engineering/Planning/Surveying Technician V
Candidates must demonstrate education, training, and/or experience in the following areas:

Construction Inspection/Stormwater Construction Inspection

A minimum of three years of experience in reviewing construction plans and technical drawings for compliance. At least three years of experience in construction design and survey inspections. Three years of experience in planning, organizing, and directing teams involved in inspection and documentation of construction progress and project completion. Three years of experience in developing analytical and technical documents such as reports, maps, or geographical representations of data. Three years of project management experience, including planning, developing, implementing, managing, and evaluating projects to ensure objectives are met. Six months of experience in contract management and control, ensuring compliance with contract terms and negotiating changes as necessary. Three years of experience using automated information systems for data management tasks. Six months of experience in supervising staff, including planning, assigning, reviewing, and evaluating the work of others. Possession of a valid Driver's License (not suspended, revoked, or cancelled).
