ORGANIZATIONAL BACKGROUND

Pacific Asian Consortium in Employment (PACE) has been dedicated to enhancing the lives of the Asian Pacific Islander communities in Los Angeles since its inception in 1976. Over the years, PACE has broadened its scope to address various service areas, adapting to the evolving needs of the diverse communities within Los Angeles County. Our extensive programs now include job training, business development, early childhood education, financial literacy, housing assistance, and energy conservation initiatives. Each year, PACE positively impacts over 40,000 individuals through our comprehensive services, supported by a dedicated team of approximately 350 staff members. PACE is recognized for its leadership in combating poverty and economic disparities, and for its innovative solutions tailored to the unique challenges faced by our clients.

PROGRAM SUMMARY

The Energy and Environmental Services Department at PACE is committed to providing essential services such as Home Energy Assistance and Weatherization to low-income residents throughout the greater Los Angeles area. These initiatives aim to assist eligible households with utility bills and enhance the energy efficiency, safety, and comfort of their living environments.

POSITION DESCRIPTION

PACE is in search of a seasoned and driven Vice President (VP) to spearhead the Energy and Environmental Services Program. This role presents an exceptional opportunity for an individual eager to make a significant impact within their leadership capacity and the community. The VP of Energy and Environmental Services Department will be responsible for the comprehensive management and administration of all facets of the Energy and Environmental Services program, which includes planning, organizing, staffing, leading, and overseeing program activities. Collaborating closely with the COO, the VP will establish the strategic direction of the program to meet and surpass its objectives. As a key member of PACE's Senior Management Team, the VP will also work to advance the mission and vision of PACE while identifying strategic partnerships that will enhance the organization's presence and support within the community.

DUTIES AND RESPONSIBILITIES

Program Planning:
  • Design the overall program delivery and its activities in alignment with the organization's mission and goals.
  • Innovate new initiatives to bolster the program and organizational mission.
  • Establish and implement short-, medium-, and long-term objectives to ensure successful program execution.
  • Create an annual budget and operational plan to effectively support the department's initiatives.
  • Develop a program evaluation framework to assess departmental strengths and identify areas for enhancement.
  • Craft funding proposals and income-generating strategies to ensure financial sustainability for additional community services.
Program Organization:
  • Identify leveraging strategies among programs to provide more comprehensive community services.
  • Review departmental operations and formulate strategies for operational enhancement.
  • Ensure compliance with organizational policies and funding requirements.
  • Maintain adherence to relevant legislation and professional standards.
  • Establish documentation processes for program activities.
  • Oversee the collection and maintenance of program records in accordance with confidentiality policies.
  • Determine the optimal staffing structure to meet operational needs.
  • Implement human resource policies and practices.
  • Collaborate with the Human Resources Director to safeguard personnel file confidentiality.
  • Monitor compliance with organizational and funding agency guidelines.
Program Leadership:
  • Manage departmental operations to ensure effective service delivery and achievement of program goals.
  • Facilitate staff orientation and training in line with organizational standards.
  • Provide leadership and guidance to departmental staff through constructive feedback.
  • Engage with clients and stakeholders to foster community support and gather input for service improvement.
  • Enhance departmental networks and collaborations.
  • Coordinate with other managers to ensure effective program delivery.
  • Oversee service delivery across various program activities to maximize efficiency.
Program Control:
  • Conduct regular evaluations of program operations and implement strategies for improvement.
  • Communicate with funding agencies to provide necessary reports and recommendations.
  • Collaborate with the Controller/Fiscal Officer to ensure adherence to budgetary guidelines.
  • Maintain accurate financial records in partnership with the Fiscal Officer/Controller.
  • Ensure timely submission of financial reports and supporting documentation.
  • Identify and mitigate risks associated with program activities.
  • Provide regular updates to executive management and funding agencies regarding program operations.
Agency Responsibilities:
  • Work with the COO and CEO to establish the department's strategic agenda.
  • Contribute to the mission and vision of PACE and identify strategic partnerships to enhance community support.
  • Represent the organization at various events and engagements, promoting its achievements and services.
  • Ensure compliance with legal and regulatory standards.
EDUCATION AND EXPERIENCE

Education

A minimum of a Bachelor's degree in Business, Public Administration, Management, or a related field; an advanced degree is strongly preferred.

Knowledge, Skills, and Abilities
  • Proven expertise in program and operations management.
  • A minimum of ten (10) years of progressively responsible experience.
  • At least five (5) years in an executive leadership role.
  • Five (5) years of experience managing multi-million-dollar contracts.
  • Strong connections with utility providers and key energy program administrators are highly desirable.
  • Demonstrated management skills in human resources, program implementation, and regulatory compliance.
  • Ability to make informed decisions.
  • Proficiency in technology and software applications, including Microsoft Office and database management.
