ORGANIZATIONAL BACKGROUND

Pacific Asian Consortium in Employment (PACE) has been a cornerstone in providing employment training and placement services for the Asian Pacific Islander communities in Los Angeles since its inception in 1976. Over the years, PACE has broadened its service offerings to address the evolving needs of diverse communities throughout Los Angeles County. Beyond job training and employment services, PACE's significant programs now include business development, early childhood education (Head Start), financial literacy and asset building, housing and rehabilitation services, energy conservation initiatives, and affordable housing development. Annually, PACE serves over 40,000 individuals through its comprehensive range of services, supported by a dedicated team of approximately 350 staff members. PACE is esteemed for its leadership in tackling poverty and economic disparities within ethnic minority communities, known for its responsiveness to community needs and its innovative solutions to the challenges faced by its clients.

PROGRAM SUMMARY

The Energy and Environmental Services Department at PACE is dedicated to providing Home Energy Assistance, Weatherization, and various services aimed at supporting low-income residents in the greater Los Angeles area. These initiatives offer utility bill assistance and implement measures designed to enhance the energy efficiency, safety, and comfort of qualifying homes and multi-unit residences.

POSITION DESCRIPTION

PACE is in search of a highly skilled and driven Vice President (VP) to lead the Energy and Environmental Services Program. This role presents an exceptional opportunity for an individual eager to make a significant impact within their leadership capacity and the community. The Senior Vice President of Energy and Environmental Services will be responsible for the coordination and administration of all facets of the Energy and Environmental Services program, including planning, organizing, staffing, leading, and managing program activities. Collaborating closely with the COO, the VP will establish the program's strategic agenda to meet and surpass its objectives. As a key member of PACE's Senior Management Team, the VP will also work to advance PACE's mission and vision while identifying strategic partnerships that will enhance the organization's presence in the community and broaden support avenues.

DUTIES AND RESPONSIBILITIES

Program Planning:
  • Formulate the overall program delivery and its activities in alignment with the organization's mission and the goals set by funding agencies.
  • Innovate new initiatives to bolster, expand, and support the program, department, and organizational mission.
  • Establish and implement short-, medium-, and long-term objectives to ensure the successful execution of the department's programs and contracts.
  • Create an annual budget and operational plan to effectively support the department's initiatives.
  • Design a program evaluation framework to assess departmental strengths and identify areas for improvement.
  • Develop funding proposals and income-generating programs or contracts to ensure financial sustainability for delivering additional community services.
Program Organization:
  • Identify appropriate leveraging strategies among programs to provide more comprehensive community services.
  • Review departmental operations and devise strategies to enhance and expand operations.
  • Ensure program activities adhere to the organization's policies, procedures, and funding requirements.
  • Guarantee compliance with all relevant legislation and professional standards.
  • Establish forms and records to document program activities.
  • Oversee the collection and maintenance of program records for statistical and compliance purposes, adhering to confidentiality policies.
  • Determine the optimal staffing structure to meet operational needs effectively.
  • Implement the organization's human resource policies and practices.
  • Collaborate with the Human Resources Director to ensure confidentiality and protection of personnel files.
  • Monitor adherence to the organization's and funding agencies' policies and guidelines.
Program Leadership:
  • Manage overall departmental operations, ensuring efficient service delivery and achievement of program targets.
  • Ensure all staff receive orientation and training in accordance with organizational and funding standards.
  • Provide effective leadership to department staff through direction, input, and feedback.
  • Engage with clients and stakeholders to foster community support for programs and gather input for service improvement.
  • Develop and strengthen departmental networks and collaborations.
  • Consult with other managers to ensure effective collaboration and teamwork for optimal program delivery.
  • Coordinate service delivery across various program activities to enhance effectiveness and efficiency.
Program Control:
  • Conduct regular evaluations of program operations and devise strategies for improvement.
  • Communicate effectively with funding agencies, providing necessary reports and recommendations.
  • Work with the Controller/Fiscal Officer to ensure departmental operations align with budgetary constraints and financial guidelines.
  • Ensure financial records are accurate and up-to-date in collaboration with the Fiscal Officer/Controller.
  • Prepare and submit financial reports and supporting documentation as required by funding agreements.
  • Identify and assess risks associated with program activities, implementing controls as necessary.
  • Provide regular reports to executive management and funding agencies on departmental operations, along with recommendations.
Agency Responsibilities:
  • Collaborate with the COO and CEO to establish the department's strategic agenda to achieve programmatic goals.
  • Contribute to advancing PACE's mission and vision while identifying strategic partnerships to enhance community presence and support.
  • Represent the organization at various events and engagements, projecting a positive image of PACE and its services.
  • Ensure compliance with legal regulations and guidelines.
EDUCATION AND EXPERIENCE

Education

A minimum of a Bachelor's degree in Business, Public Administration, Management, or a related field; an Advanced Degree is strongly preferred.

Knowledge, Skills, and Abilities
  • Demonstrable knowledge of program and operations management.
  • A minimum of ten (10) years of progressively responsible experience.
  • At least five (5) years in an executive leadership role.
  • A minimum of five (5) years of administrative experience managing multi-million-dollar contracts.
  • Strong connections with utility providers, government energy implementors, and key energy program administrators are highly desirable.
  • Proven skills in human resources management, program operations oversight, and familiarity with relevant laws and regulations.
  • Ability to make informed decisions.
  • Proficiency in computer applications including Microsoft Office, email, internet, and database programs.

  • Successful completion of employment verification and professional reference checks.
