JOB SUMMARY:

Under the general oversight of the Public Works Division Director, this role is tasked with managing, organizing, and directing the daily operations of the Transfer Station Department. Responsibilities include assigning tasks to staff and approving departmental expenditures.

KEY RESPONSIBILITIES:
Supervise employees at the transfer station, including community service workers and volunteers. Assess personnel performance, set performance benchmarks, conduct regular evaluations to ensure standards are met, and take appropriate disciplinary actions when necessary.

Manage record-keeping for operational activities and financial obligations as directed by the finance officer.
Coordinate the shipment of recyclable materials with processing firms.

Develop and maintain the operational budget for the transfer station.

Formulate recycling strategies and objectives to reduce waste and adhere to resource limitations.

Execute grant-funded initiatives, monitoring and reporting progress in line with the requirements of sponsoring organizations.

Comply with all Federal, State, and County regulations, policies, and procedures relevant to the management of the assigned area.


Oversee the execution of vendor contracts as stipulated in individual agreements.

Prioritize projects - allocate resources and personnel, and coordinate efforts with other departments and agencies as necessary.

Address complaints, grievances, and disputes, while also considering suggestions from customers, supervisors, and other personnel to facilitate communication and resolve issues.


Enforce safety regulations and standards.

Resolve employee issues or collaborate with staff to assist in problem-solving.

Review and suggest timely adjustments to the fee structure based on fair market conditions and imposed costs to the County.

Perform additional duties as assigned.

MINIMUM JOB REQUIREMENTS:

EDUCATION:

An Associate's degree in Environmental Science or Biology; vocational training with relevant coursework; or equivalent on-the-job experience - a minimum of 3 years plus the required experience outlined below.


40 Hour HAZWOPER certification is preferred and must be obtained within 3 months of hire.
OSHA HAZWOPER 8 hr Supervisor certification is preferred and must be obtained within 3 months of hire.

A minimum of 8 hr HHW Collection training from the contracted company for waste removal is required within 3 months of hire.

EXPERIENCE REQUIRED:

A minimum of three years in the solid waste/recycling sector or a related field.

  • Two or more years of supervisory and budget management experience.
  • Must operate associated equipment at a mastery level.
REQUIRED SKILLS, KNOWLEDGE &

ABILITIES:
Must be capable of identifying recycling markets and maintaining an updated vendor list.

Must possess comprehensive knowledge of laws, common hazards, and safety standards relevant to solid waste, composting, and recycling operations.


Must have an in-depth understanding of solid waste and composting procedures.

Familiarity with business and management principles related to strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of personnel and resources.


Must demonstrate excellent knowledge of principles and processes for delivering customer and personal services, including customer needs assessment, meeting quality standards for services, and evaluating customer satisfaction.

Ability to effectively communicate and receive information necessary for achieving goals and objectives, including proficient written and oral communication; keeping customers, subordinates, peers, and supervisors informed; and the ability to listen.


Exercise independent judgment and critical thinking.

Must possess strong interpersonal, decision-making, and management capabilities.

Able to maintain courteous and effective working relationships with the public, County departments, colleagues, and other agencies.
Must be able to read and interpret blueprints, construction drawings, and maps.

Basic computer skills in word processing and spreadsheet data management are required.

NECESSARY SPECIAL REQUIREMENTS:
Must hold a valid Colorado Commercial Driver's License - class B with hazardous material, tanker, and air brake endorsements.

Must pass a DOT physical examination.

Must have a working telephone - either cell or home phone.
Must pass initial and all random alcohol & drug tests.

Must be vaccinated against Hepatitis A & B, Tetanus, Diphtheria, and Pertussis - subject to exceptions by law.

Legal authorization to work is required - United States citizenship or legal authorization to work in the United States. POSSIBLE HEALTH RISKS SPECIFIC TO THIS POSITION:

This position has been identified as having an EXTREME exposure risk to "biohazards" associated with blood-borne pathogens HIV (aids), HAV (Hepatitis A) virus, HBV (hepatitis B) virus, and airborne transmissions of TB (tuberculosis). Employees are advised that exposure to a "biohazard" may result in severe illness or death. Employees are required by Department policy to utilize protective equipment and clothing. Inoculation may be necessary to prevent or treat exposures to "biohazards". The County provides inoculation for HAV, HBV, (Testing for TB) Chickenpox, Tdap (Tetanus, Diphtheria, & Pertussis), Meningococcal, MMR (Measles, Mumps & Rubella), and Influenza. Some vaccinations are only required once in a lifetime, and documentation of the vaccine may be required. Employees who decline vaccination will need to sign a Declination.

  • Extended periods of walking, standing, driving vehicles, bending, climbing, reaching, lifting, pushing, and/or pulling up to one hundred (100) pounds.
  • Employees in this role may be exposed to a wide range of climatic conditions such as cold, heat, rain, snow, wind, and dust.
  • Hearing voice conversations is essential for safe and effective job performance.
  • Clear vision at 20 inches or less and up to 20 feet or more; the use of corrective eyewear is acceptable.
